The position is located in the Systems and Services Branch (SSB) within the Office of Data and Technology of the Commodities Futures Trading Commission.  ODT is the focal point for the provision of information processing services to the Commission and its responsibilities for information resources policy development, computer technology assessment as it relates to the futures industry and Commission activities, information resource procedures development and implementation, computer systems design, development, testing, management and maintenance.  ODT serves CFTC field offices in Chicago, New York, Kansas City in addition to the Washington, DC headquarters location.

You will serve as a Project Manager in the Systems and Services Branch within the Office of Data and Technology.  As a project manager you will manage tasks/project schedules.  This includes the management of individual time spent on a project and time spent by project team members.  As an Information Technology Specialist (Application Developer) you will perform software analysis and development.  This duty requires gathering, software design, software development, database management, system security, unit testing, system testing, data migration, systems integration, and software implementation.  Performs software engineering and integration using Microsoft SQL Server, Powder Builder, MS Net and the Microsoft Office Suite.  Develops mission critical applications using MS.Net and SQL Server.  Performs software engineering and integration.  Performs database modeling and management using Microsoft SQL Server.  Develops database triggers and stored procedures.  Develops web-based software applications using Java, ASP.Net HTML, and Internet Information Server (IIS).  Extracts, transforms, and loads data using a variety of data formats, including XML-based data formats.

Minimum Qualifications - You must meet the minimum qualifications outlined below in OPM's Qualifications Standard Operating Manual:

  3. Specialized Experience - You must have one year of specialized experience equivalent to the CT/GS-12 in the federal service.  Specialized experience must include: (1) Knowledge of data structures, operating systems, and software applications to perform highly specialized computer litigation and examination investigative tasks; (2) Ability to provide analysis and advice on complex program related information technology issues or problems where new analytical techniques must be developed to identify and evaluate findings.  (3) Ability to manage project tasks, including activities associated with project management (i.e., project planning, progress assessments, quality reviews, implementation strategies, regular user communication, regular staff communication, risk management, and benefits analysis.

OTHER INFORMATION:

Relocation. Relocation expenses will not be paid.

 

Probation Period. Candidates selected under competitive examining procedures will subject to a one-year probationary period.
