JOB SUMMARY:

BLM is seeking a dynamic and energetic individual to join the team and serve as a  Landscape Ecologist.  The incumbent serves as a Landscape Ecologist in the Bureau of Land Management's National Operations Center (NOC), Division of Resource Services, Branch of Assessment and Monitoring. This Branch is responsible for providing natural resource assessment and monitoring assistance, subject matter expertise, and science and special project/initiatives support for the Bureau.

The BLM manages more land - approximately 253 million acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation. The BLM's multiple-use mission is to sustain the health and productivity of the public lands for the use and enjoyment of present and future generations.

The incumbent of this position will:

 

  • Provide expertise of physical, biological, and socioeconomic strategies pertaining to ecosystems managed by BLM;
  • Provide expertise to BLM field offices and other agencies to design and conduct aquatic resource monitoring programs, inventories and assessments;
  • Assess and analyze ecosystem components and processes and predicts effects of anthropogenic or natural changes in ecosystems using quantitative and systems analysis techniques;
  • Provide project management for scientific studies and technological projects including activities such as leading interdisciplinary teams, sequencing tasks and planning work, facilitating communications with managers and technical work groups, contract management and budgeting;
  • Communicate and collaborates with senior-level experts from other federal agencies, State and local agencies, academia, and stakeholder groups to improve the quality and consistency of ecosystem monitoring and analyses conducted on public lands;
  • Represent the BLM on intergovernmental and scientific society committees formed to address various inventory and monitoring issues at landscape, regional, or national scales.

There is a positive educational requirement for this position. Applicants must meet the following requirement as well as the specialized experience requirement to be considered qualified for this position:

Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.


In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Examples of such experience include: 1) applying statistical methods to design monitoring networks and analyze environmental data; 2) using a Geographic Information System to manage data, perform computations, and prepare reports; and 3) applying scientific methods and techniquest to analyze terrestrial, aquatic, or other ecosystem-related issues.

HOW YOU WILL BE EVALUATED:

  1. Knowledge of ecological principles and the flora, fauna and physical environments associated with the BLM-managed areas in the western United States.
  2. Ability to analyze and assess environmental factors, phsyical-chemical relationships, and socioeconomic factors relevant to ecosystems at a variety of spatial and temporal scales.
  3. Skill in planning, designing, and conducting scientific studies and projects.
  4. Ability to lead and work effectively on interdisciplinary teams.
  5. Ability to achieve objectives through negotiation, partnering, collaboration, and effective communication.
