ILLINOIS NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Illinois National Guard. (1)  Responsible for overall management of the Global Logistics Supply Center (GLSC) weapons systems MICAP program.  Reviews requisitions, supporting documents and delivery information to determine if action is required to expedite receipt of spare parts to repair unserviceable components of GLSC weapon systems.  Responsible for managing and tracking MICAPs from time of order to time of receipt and release to the customer.  Expedites delivery of urgently required items through correspondence and/or telephone calls to depot level inventory control points and retail activities.  Performs worldwide lateral sourcing actions to locate and ship assets needed to fill MICAP requirements.  Keeps the customer informed of MICAP status using a variety of automated systems.  Consults with customers at various supply accounts/ activities that support GLSC weapon systems on program requirements for urgent, critical shortages and other special items.  Determines and establishes new procedures needed to accommodate unique program requirements.  Provides direction and advice to all employees performing interrelated GLSC functions to resolve work issues.  Writes internal technical procedures and instructs others as necessary to ensure all requirements and deadlines are met.   

          (2)  Performs comprehensive analysis to determine the effectiveness of logistics support for GLSC weapon systems.  Collects weapon systems statistics from multiple databases to include Enterprise Solutions – Supply (ES-S), Standard Base Supply System (SBSS), the MICAP Asset Sourcing System (MASS), the Core Automated Maintenance System and the Weapon System Management Information System (D165) and compiles statistics from data requiring substantial analysis and interpretation.  Uses statistical data to determine performance, effectiveness and trends relating to GLSC weapon systems support.  Analyzes and evaluates problem or potential problem areas, unexpected fluctuations or unsatisfactory trends in statistics and proposes solutions to management to reverse the problems/trends.  Prepares and presents oral briefings.  Presents briefings to group/wing/higher headquarters personnel.  Prepares and formats topic briefing material for use at higher headquarters sponsored conferences, seminars, and logistics/supply workshops by GLSC commanders.

          (3)  Conducts extensive searches for information pertaining to complex and/or unusual transactions and patterns.  Retrieves data and uses data to respond to a variety of customer, program review, and vendor inquiries.  Ensures consistency and appropriate cross referencing for both newly entered and previously entered data.  Performs research to determine reasons for patterns of transaction errors and failures.  Researches different publications and databases to review and/or extract data.  Researches problems surfaced by Air Force-wide agencies and resolves issues or routes to appropriate analyst with information setting forth findings.  Inputs screening requests to obtain logistics data on existing national stock numbers.  Consolidates input from different sources for batch input.  Responsible for the management, research and resolution of automated transaction rejects.  Analyzes interrelationships of data in different databases to ensure consistency and accuracy.  Reviews all assigned stock requests.  Performs all actions necessary to ensure accurate stock levels are maintained on all assigned stock records.  Recommends stock level adjustments based on Cause Code analysis and projected requirements.         

          (4)  Recommends stock levels needed to effectively support worldwide aircraft requirements.  Conducts extensive research of catalog databases and information to locate cost effective available options.  Completes complex requisitions and transactions.  Identifies potential discrepancies and resolves those which involve special program requirements for urgent, critical shortage items requiring specialized procedures and efforts.  Resolves discrepancies through extensive fact finding and research.  When situations are encountered, which are not covered by specific guidelines, researches manuals, regulations, plans, and other directives for evaluation/ development of new or revised policies and procedures. 

          (5)  Performs administrative office support functions and maintains cooperative working relationships with team members, related functions, and operating officials.  Performs a wide variety of record keeping, updating manuals on policies, directives, reporting, and informational duties in support of the organization’s programs, functions, and projects.  Provides guidance to other employees on changes to regulations, policies, and procedures.  Provides technical assistance and guidance to base level supply specialists, operating officials, and employees on the regulatory requirements for submitting and processing a wide variety of supply transactions.  Conducts on-the-job training for new personnel in all phases of assigned work.  Instructs on specific tasks and job techniques.  Conducts quality reviews of work.  Identifies, develops, and conducts remedial training based on quality reviews.  Reviews system changes, updates procedures, and provides guidance to employees based on review of changes.     

          (6)  Establishes, develops, and maintains effective working relationships among all GLSC personnel, base level customers and other organizations as appropriate.  Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems.

GENERAL EXPERIENCE: Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered.  Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:  GS-07 level:  Must possess 12 months: (1) Experience, education, or training which demonstrates a thorough knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment.  (2) Experience conducting extensive searches for required information; reconstructing records for complex supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, or parts.  (3) Experience performing routine aspects of supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management. GS-06 level:  Must possess 9 months: (1) Experience, education, or training which demonstrates knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. (2) Experience conducting searches for required information; reconstruct records for routine supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts.  (3) Experience performing routine aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management.GS-05 level:  Must possess 6 months: (1) Experience, education, or training which demonstrates knowledge of standardized supply regulations, policies, procedures, or other instructions relating to the specific functions assigned.  (2) Experience that demonstrates knowledge of one or more automated supply databases to enter and retrieve recurring reports.  (3) Experience using working knowledge of the structure of a supply organization and the organizations serviced. 

 

SUBSTITUTION OF EDUCATION: High school graduate or the equivalent may be substituted for three months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent.) for 12 months of the required experience. For experience required in excess of 24 months, education in schools above the high schools level may be substituted at the rate of one academic year of education for six months of experience. School above high schools level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study which was not primarily limited to courses in word processing and keyboarding or both. Substantially full-time study in the case of business and commercial schools is the equivalent of at least 20 classroom hours of instruction per week. One academic year consists of approximately 36 weeks of substantially full-time study or 30 semester hours or 45 quarter hours.
