This position is located in the Office of Strategic Information, Research and Planning (OSIRP), in the Office of the Director. OSIRP staff develop and manage agency strategic planning, support the agency's performance improvement and measurement processes, design and collect data on measures of agency performance, conduct agency-level program evaluations and provide stewardship and governance of data. In carrying out its functions, OSIRP provides a wide range of management, planning, and analytical services to Agency staff.
The incumbent is responsible for proposing, designing, and conducting studies as well as reporting results from the studies analyzing the Peace Corps' policies, programs and operations.

The work entails reviewing existing reports and literature, designing data-collection instruments such as survey questionnaires, developing data-collection procedures, coding data, establishing an analysis framework, and writing, producing, and presenting final reports.

The incumbent also serves as a technical resource for agency-wide survey research.

KNOWLEDGE, SKILLS, AND ABILITIES:

Experience in conducting survey research.

Ability to verbally communicate in an articulate, diplomatic, and confident manner.

Skill in using MS Excel or similar spreadsheet software.

Ability to provide technical advice and assistance on survey research methods.

Skill in using the SPSS statistical software package.

Ability to communicate effectively and concisely in writing.

Knowledge of international development strategies and organizations.

ADDITIONAL REQUIREMENTS:

I certify that I have demonstrated skills in IBMâs Statistical Package for Social Science (SPSS) or a similar statistical software package, spreadsheet software and online survey software.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the FP-03 level includes one year of specialized experience at least equivalent to the FP-04 or GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Experience serving in the role of performing analytical studies involving issues related to key agency programs, utilizing industry-standard data analysis and statistical software as well as developing policies, strategies, and plans for research and evaluation programs/projects for agency-wide application. Experience should also include providing technical assistance to inform survey research, writing reports or other working documents on complex program issues providing expert guidance or analysis and conducting studies of related functions and/or programs with technically complex characteristics.
