This position is located in the Office of the Chief Financial Officer, Budget Branch, Washington, DC. The Budget Branch is responsible for formulating and executing a coordinated budget program for the National Labor Relations Board within the various program areas.  Each program area requires accurate budget and performance planning and analysis.

This is a non-bargaining unit position.

Travel and relocation expenses will not be paid.

The full performance level of this position is GS-13.

The incumbent serves as Budget Analyst performing analytical, technical, and administrative duties involved in the formulation, justification, and execution phases of assigned accounts. Major duties include but are not limited to:

  • Identifying, gathering, and analyzing relevant cost, caseload, full-time equivalents, and other data to develop projections for use in formulating budget requests to OMB and Congress. 
  • Preparing statements, tables, exhibits, and reports for inclusion in Budget Branch submissions and presentation materials.
  • Reviewing and analyzing funding requests and financial reports for assigned accounts to ensure accurate execution of Agency’s budget.
  • Preparing budgets for assigned accounts, in conjunction with supervisors and program staffs, including recommendations for staffing and related operational costs for both current and future years.
  • Computing appropriate amounts for quarterly budget allowances for assigned accounts, entering approved amounts into financial system, and preparing allowance letters for distribution to program managers.
  • Assisting senior budget analysts in preparation of strategic plans, annual performance plans, appropriations hearing materials, and other budget documents.

One year of specialized experience, equivalent to at least the GS-07 grade level which includes compiling, correlating, and consolidating individual estimates for such items as personnel salaries and expenses, travel and other expenditures; performing basic analysis, such as computing the average cost per FTE; analyzing and comparing selected object class and line item obligations and expenditures in the approved operating plan; and determining whether obligations, expenditures, and requested allotments are within funding limitations.


Education: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D.(if related),from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work (ideal major course of study in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management). An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours will satisfy the one year of full-time study requirement.


Combination of education and experience: Equivalent combinations of successfully completed graduate education in excess of the amount required for the next lower grade and experience (as described above) may be used to meet total qualification requirements. Total qualifying experience is computed by adding the applicant's total qualifying experience as a percentage of the experience required for the grade level and the applicant's education as a percentage of the experience required for the grade level and the applicant's education as a percentage of the education required for the grade level. The total percentages must equal at least 100 percentage to qualify an applicant for this grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
