This position is located in the Bureau of Overseas Building Operations (OBO), Construction, Facility and Security Management Directorate (CFSM), Office of Security Management (SM). Security Operations division (SOD), Program Support Branch (PSB).the Division has the overall responsibility for: oversight and funding of compound security programs; Forced Entry/Ballistic Resistant (FE/BR) Maintenance and Repair (M&R) and the construction security of projects involving the Controlled Access Areas (CAA) or public access areas in accordance with public law 100-204. The Branch is responsible for Security personnel assignments and training, budget, financial and contract/grant support and tasker management. 

The incumbent serves as a Site Security Manager responsible for providing security administration oversight and direction at a specific job site throughout the lifespan of a construction project. Also the incumbent May be assigned at any overseas location, based upon mission. When assigned overseas the incumbent will be paid at the FS-2501-02 salary range 100,280 – 130,843.

As Site Security Manager you will perform tasks and assignments that include, but not necessarily limited to, the following:

  • Administers the on-site portion of the approved Construction Security Plan (CSP).  Toward this objective, the incumbent works closely with the OBO Project Director (PD), who acts as the Contracting Officer Representative (COR) for the prime general construction contractor.  The SSM ensures that security concerns are fully integrated with overall construction plan, and that security programs keep pace with all changes to the construction effort.
  • Coordinates security activities among the different groups of personnel involved with OBO projects, including American direct hire personnel; Foreign Service National (FSN) personnel; contract security personnel; employees of the construction contractor; and officials and specialists within the Department of State; and coordinates the work of visiting security teams with the post/site; the Project Director (PD) and with ongoing construction activities.
  • Supervises site and secure storage facility personnel hired by the U.S. Government, including local guards; Cleared American Guards (CAGs) and Construction Surveillance Technicians (CSTs), developing and implementing all necessary and appropriate guard orders and procedures; and provides guidance to CSTs and requests specialized equipment needed for their work.
  • Based on knowledge of construction practices, familiarity with site plans and knowledge of available countermeasures recommends specific technical inspections at the appropriate points in the construction effort and guides visiting engineering teams in conducting such inspections over specific areas of the job site.  Advises the PD on developing potential security problems and recommends solutions to these problems and submits a monthly Progress Report to the PD and the Department.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

***Experience and mastery in security administration concepts; operating principles and methodologies applicable to the security requirements of the full range of activities carried on by foreign affairs agencies overseas.

*** Experience in the principles of architecture; building construction and materials engineering in order to ensure security concerns are fully integrated into the overall construction plan and effort.

 ***Experience in financial management concerns and the ability to formulate and manage a budget and direct the expenditure of funds in accordance with established guidelines.

 ***Experience to meet short, ever changing and compressed suspense dates by suggesting creative security solutions to various environments as they arise.


There is no substitute of education for specialized experience for the GS-14 position.

The Overseas Building Operations (OBO) has a program that allows for Personal Service Contract (PSC) employees to be reimbursed for their health premium costs that they incur during the period of performance. The program pays up-to-5% of the employee's base salary or up-to-50% of the insurance premium cost (not to exceed 5% of the GS-15/Step 10 salary equilavent) towards either an individual policy or a family policy. To be eligible for the PSC Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible.
