Who May Apply:

Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Human Capital, Dallas, Texas.
- The ICE Homeland Security Investigations (HSI) directorate is a critical asset in the ICE mission, responsible for investigating a wide range of domestic and international activities arising from the illegal movement of people and goods into, within and out of the United States.
- HSI investigates immigration crime, human rights violations and human smuggling, smuggling of narcotics, weapons and other types of contraband, financial crimes, cybercrime and export enforcement issues. HSI special agents conduct investigations aimed at protecting critical infrastructure industries that are vulnerable to sabotage, attack or exploitation.
- In addition to criminal investigations, HSI oversees the agency's international affairs operations and intelligence functions. HSI consists of more than 10,000 employees, consisting of 6,700 special agents, who are assigned to more than 200 cities throughout the U.S. and 47 countries around the world.
- HSI conducts criminal investigations against terrorist and other criminal organizations who threaten national security. HSI combats worldwide criminal enterprises who seek to exploit America's legitimate trade, travel and financial systems and enforces America's customs and immigration laws at and beyond our nation's borders.

As a Human Resources Specialist (Quality Assurance and Accountability), you will perform the following duties:
- Serve as a senior expert advisor providing human resources accountability and compliance services.
- Perform a variety of analytical and evaluative studies of human resources (HR) programs, policies and operational activities.
- Provide oversight and ensure compliance with delegated examining policies and procedures; perform quality review and conduct analysis of data and processes.
- Design and conduct comprehensive HR studies, reviews, or projects; analyze disputed interrelated information that must be reconstructed, lead and conduct studies concerning organization-wide/or government-wide human resources management issues; develop, interpret, and analyze data extracts and reports from automated HR systems; identify and propose solutions to HR problems and issues.
- Serve as an audit liaison with internal and external organizations; provide authoritative advice and guidance on human capital audits, reviews and compliance issues.
- Lead and complete a variety of recurring, special and ad hoc projects related to Human Capital programs and initiatives.
- Administer and document human capital systems and present impact of human capital systems changes on continuous process improvement.

You qualify at the GS-13 level if you possess one (1) year of specialized experience performing duties such as:
- Providing guidance on a wide range of human resources management concepts, laws, policies and practices.
- Identifying, evaluating human resource procedures; modifying human resource guidelines to resolve complex issues; proposing new policies/practices.
- Conducting extensive research including interpreting facts or events to identify trends/patterns.
- Conducting extensive, precedent-setting analyses to identify obscure or underlying causes of problems.
- Applying statistical analysis, sampling methods, and techniques to determine compliance with established regulations, policies and procedures.

Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
HOW YOU WILL BE EVALUATED:
