This position is located in National Healthcare Operations (NHO) within Healthcare and Insurance (HI). Under the Affordable Care Act of 2010 (ACA), the U.S. Office of Personnel Management (OPM) was given the responsibility to develop and administer new programs to provide high quality, affordable insurance options to uninsured Americans. Specifically, NHO is responsible for the development and implementation of the Multi-State Plan Program (MSPP) and provides critical support to the Department of Health and Human Services in implementing the Pre-Existing Conditions Insurance Plan (PCIP) Program and the Federal external review process. The incumbent of this position serves as the Deputy Assistant Director for NHO. Under the general direction of the Assistant Director for NHO, the incumbent will serve as the primary policy advisor to the Assistant Director and, along with the NHO Chief of Staff, will advise on management and operational issues. The incumbent is responsible for supporting the Assistant Director with the implementation, operation, and oversight of OPM's responsibilities under the ACA. These responsibilities include standing up and operating the MSPP and continuing to support the PCIP program and the external review program. The Deputy Assistant Director will be the second-highest ranking official in NHO and will serve as the Acting NHO Assistant Director when necessary.

  • Provide leadership for NHO staff, programs, and projects that incorporate research, study, and analysis of key strategic issues of importance to the Assistant Director;
  • Work with the Assistant Director, NHO Chief of Staff, and subordinate supervisors and team leads to promote a positive, collaborative, innovative, and inclusive work environment for NHO staff;
  • Work with the Assistant Director, NHO Chief of Staff, and subordinate supervisors and team leads to ensure that NHO is a nimble organization with flexible, creative staff that are committed to the NHO mission;
  • Support the Assistant Director and supervise the NHO team leads on overseeing the implementation of national healthcare program policies;
  • Oversee the negotiation of premiums and benefits for national health programs and ensuring that contracts with health insurance issuers result in the best value for the government and enrollees, in conjunction with the Assistant Director;
  • Assist the Assistant Director in monitoring health insurance issuer performance on the contracts and taking the necessary steps to correct deficiencies;
  • Communicate with various internal and external sources on premium negotiations, policy development, program policy and operations and all audit and compliance issues for the purpose of creating a cordial and mutually advantageous official relationship;
  • Represent OPM in meetings with officials of other Federal agencies, public and private sector organizations, insurance issuers, employee organizations, and address various organizations or groups on matters pertaining to NHO programs;
  • Coordinate NHO program efforts and policy initiatives with other OPM offices, Federal agencies, State and local governments, and other interested parties;
  • Implement OPM's goals for the strategic management of human capital resources; and
  • Hold subordinate managers and supervisors accountable for the performance of their delegated authorities and responsibilities by periodically reviewing and evaluating program direction and accomplishments and making appropriate adjustments, as needed.

You must have one year of specialized experience at the GS-14 grade level in the Federal service or equivalent managing health insurance programs at the Federal or State level; coordinating program policy initiatives; overseeing negotiations of premiums and benefits and representing your employer in meetings with Federal agencies.
