The Department of Energy, Office of Science, Office of Basic Energy Sciences, Scientific User Facilities Division, is seeking a motivated and highly qualified recognized scientific authority to serve as an expert in scientific facilities operation relevant to the conduct of original scientific research work in nanoscale science. If selected for this position, you will serve as a recognized scientific authority and expert in scientific facilities operation for nanoscience and electron microscopy R&D, and as such have the responsibility to plan, coordinate, implement, and evaluate research programs in this field on a national and international level.

-You will serve as a Program Manager determining scientific focus and direction of the user facilities operations aspects of the research program, preparing calls for proposals, organizing independent peer reviews, recommending funding allocations, organizing Facilities Director's meetings, planning and executing contractors' meetings and other workshops, serving as a liaison on committees, and monitoring scientific progress of the program.

-You will examine and ascertain the research needs and opportunities of this research program against scientific and technological advances and potential needs of the Department.

-You will prepare, justify, and support the portions of the budget relating to the nanoscience and electron microscopy scientific user facilities program.

-You will critically evaluate contractor, DOE laboratory, grantee, interagency, and other research and related requests, proposals, and performance via your own scientific and technical judgment, merit review, site visits and reviews, and panel reviews.

-You will critically review reports and studies prepared by other offices in DOE and other Federal agencies as they impact the user facilities operation, policies, planning, and development.

-You will develop and prepare analytical documents, briefings, and presentations to communicate with top management of DOE and higher echelons of government on the status of programmatic phases and new development and opportunities in the area of responsibility.

You must possess one year of specialized experience equivalent to the GS-14 grade level in the Federal government.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience required for this position:

1) Professional knowledge of nano-science.

2) Ability to plan, direct, and evaluate new and highly complex basic research programs, projects, and policies.

3) Ability to effectively communicate in writing to prepare analytical documents and/or research findings.

4) Ability to effectively communicate orally to serve as a spokesperson for the organization in the broad scientific areas of responsibility.

5) Ability to plan, budget, justify, and allocate funds among a variety of competing programs and requirements.


EDUCATION REQUIRED:

You must have a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science. 

OR A combination of education and experience--education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: A preliminary background check must be initiated before you can begin work with the U.S. Department of Energy.  Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Security Office.

Failure to receive a favorable background investigation will result in termination from employment.

This position is subject to drug testing.  If selected, you must test negative prior to being appointed to this position and will be subject to random testing thereafter.  Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.

HOW YOU WILL BE EVALUATED:

Your application will be evaluated and rated under Category Rating and Selection procedures. Category rating combines the applicant's total qualifying experience and education/training into a single quality category. If you meet the basic qualification requirements, we will further evaluate your entire application package to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories:

1) Highly Qualified - Exceeds the minimum qualification requirements and all requirements of the position;

2) Well Qualified - Meets the minimum qualification requirements and nearly all requirements of the position;

3) Qualified - Meets the minimum qualification requirements.

The Category Rating Process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within appropriate category. A selecting official may make selections from the highest quality category (Highly Qualified) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless approval has been granted.
