This position is located in the Office of the Director, United States Mint.  The Management & Program Analyst supports the Director, Deputy Director, Chief Administrative Officer, and senior leadership of the United States Mint by serving as an expert on strategic planning, business process improvement, project management, change management, risk management, cost/benefit analysis and decision support.

    The following are the duties of this position at the GS-15. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    • Under the direction of the Director, Deputy Director, Chief Administrative Officer and other senior management, you will ensure projects integrate the US Mint's vision, mission, and core values and are aligned with the US Mint's Strategic Plan;
    • Utilize Lean Six Sigma, gap analysis and other organizational and business management strategies and processes, and determine objectives and strategies;
    • Represent the US Mint at Treasury Department level meetings involving senior leadership and work to achieve consensus on significant initiatives and programs; and
    • Take lead on developing and completing certain special actions, as assigned by the Director, Deputy Director, or Chief Administrative Officer.

    Specialized Experience:
    For the GS-15 Specialized experience for this position includes 52 weeks of experience at the GS-14 level or equivalent, in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  This experience would be at a level where these studies, analyses, policies and consultative guidance would impact a major nationwide organization.  Specialized experience is defined as:

    • Experience in strategic planning, business process improvement, project management, change management, risk management, cost/benefit analysis and decision support; 
    • Experience utilizing Lean Six Sigma, gap analysis and other organizational and business management strategies and processes, designing and conducting comprehensive management studies;
    • Conducting complex studies requiring application of advanced analytical methods and techniques;
    • Developing and implementing policy and procedures to improve organizational effectiveness; and
    • Leading teams to ensure timely execution of plans and develop and implement policy programs. 

    For the GS-14, you must have 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level or equivalent, in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience would be at a level where these studies, analyses, policies and consultative guidance have impacted a large organization. Specialized experience is defined as:

    • Experience in strategic planning, business process improvement, project management, change management, risk management, and decision support;
    • Experience utilizing Lean Six Sigma and other organizational and business management strategies and processes, and conducting management studies;
    • Conducting studies requiring application of advanced analytical methods and techniques;
    • Implementing policy and procedures to improve organizational effectiveness; and
    • Participating in teams to assist with timely execution of plans and develop and implement policy programs.  

    One year of experience refers to full-time work; part-time work is considered on a prorated basis. The experience may have been gained in either the public or private sector.

If qualified, you will be assigned to one of three categories, Superior, Good, and Acceptable, depending on your experience and education related to this position. Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.
