This position is located in the Consumer Financial Protection Bureau (CFPB)

Chief Human Capital Office (CHCO).  You will be responsible for the design and development of performance based learning systems throughout the CFPB, ensuring that the on-the-job training and development program incorporates best practices in learning and development.

  • This position is being filled under CFPB's excepted service authority.
  • Appointments under this authority will be made in the excepted service and do not convey competitive status.

The following are the duties at the CN-60 level. (Equivalent to the GS-14).  If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. 

The major duties of this position include:

  • Work closely with CFPB stakeholders to assess individual, team, and organizational performance challenges.  Collaborate with stakeholders to develop learning and performance improvement strategies and action plans to address individual and team effectiveness, and overall organizational performance.  Identify competency gaps that can be addressed through learning and development programs necessary to leverage on-the-job performance.  Use performance assessment and competency modeling techniques to document training needs, performance obstacles, performance enablers, and recommend both learning and non-learning strategies to improve job performance.
  • Design instructional systems and curriculum by applying systematic instructional systems design (ISD) approach for designing, developing and implementing training and/or sources impactful learning and development solutions that precisely target identified competency gaps and developmental opportunities and offer ‘best value’ approaches to building vs. buying specific solutions.  Analyze learning needs, and develop learning and performance goals and objectives for curriculum development.  Oversees the design and development of solutions that are related to procedures and policies, information system rollouts, communications, influence, and leadership skills, and related organizational effectiveness areas.  Ensure learning solutions and performance measures reflect best practices in performance-based learning strategies, curriculum design, and blended delivery methods
  • Develop and maintain a coherent learning and development curriculum that provides effective support for learning and performance improvement needs.  Analyze off-the-shelf and custom-built solutions to maximize best value and cost efficiency.
  • Demonstrate requisite Instructional Design/Instructional Systems Design and Development skills and extensive experience to design, develop and implement training content and supporting materials for both technical/product and soft skills training initiatives incorporating theories of Adult Learning, interactive training techniques, and assessment and analytical tools to best meet the needs of the intended audience.  Execute successful Instructional Design for various courseware delivery methods, including in-person, virtual, and self-paced modalities.  Consult with team members and partner teams on Learning Theory and Instructional Design techniques and serve as an expert in areas of Instructional Design/Development and Curriculum Management.
  • Evaluate all aspects of learning and development programs. Identify program enhancements to gain buy-in and approval from key stakeholders, and develops and implements programs improvements. 
  • Proactively manage the scope, schedule, budget, quality, and risks on assigned projects, ensuring timely completion, budget adherence, and stakeholder satisfaction.  Establish and maintain stakeholder buy-in throughout the design/build/deliver phases.  When directed, act as the Project Manager for the design, development, and implementation of various programs and seminars.
  • Translate stakeholder requirements to write learning solutions statements of work and serve as a subject-matter expert (SME) in the review of contractor bids. Review learning solutions deliverables for quality, accuracy, and participates as SME in stakeholder review/revision cycles. Lead meetings and processes on design solutions.
  • Engage executives, leaders, managers, and practitioners in a variety of data gathering and program evaluation activities and methods, such as job observations, focus groups, rapid instructional design sessions, and pilot testing.  Collect and analyze trainee feedback and instructor assessments to evaluate achievement of training objectives and goals, and initiate appropriate action to identify modifications to training content and delivery.  Provide learning content and learning management advisory services to top management of the organization.  Conduct operational and business planning with key management officials for the purpose for determining employee-learning needs.
  • Research, analyze, and synthesize information to develop courses.  Research, source, and manage relationships with external training providers, to ensure ongoing access to high quality content, while ensuring that stakeholders receive quality support from the provider at best value to the government.
  • Perform Training Facilitation and Delivery for select workshops, and for train-the-trainer sessions for internally developed curriculum. Works effectively both independently and in teams, with both internal and external partners.
  • Coaches and mentors internal team members with regard to Learning and Development, Instructional Design, Employee Performance and learning management skills.

Basic Education Requirements:  Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position or Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In addition to the above basic education requirements, you must meet the following:

Specialized Experience for the CN-53 level: To qualify at CN-53, you must have one year of specialized experience at or equivalent to the CN-52 level in the Federal service. (For qualification purposes, the CN-52 level is broadly equivalent to the GS-12 level).  For this position, specialized experience may be defined as:  

Designing, developing and implementing training content and supporting materials for both technical/product and soft skills training initiatives to best meet the needs of the intended audience.  Experience must demonstrate (1) Instructional Design/Instructional Systems Design and Development skills; (2) Proven experience designing, developing and implementing training content and supporting materials for both technical/products and soft skills in more than one subject-matter area, for multiple training initiatives incorporating theories of Adult Learning, interactive training techniques, and assessment and analytical tools; and (3) Ability to execute successful Instructional Design using various courseware delivery methods, including in-person, and live virtual/remote delivery modalities.

Specialized Experience for the CN-60 level: To qualify at CN-60, you must have one year of specialized experience at or equivalent to the CN-53 level in the Federal service. (For qualification purposes, the CN-53 level is broadly equivalent to the GS-13 level).  For this position, specialized experience may be defined as:  

Designing, developing and implementing training content and supporting materials for both technical/product and soft skills training initiatives to best meet the needs of the intended audience.  Experience must demonstrate: (1) Instructional Design/Instructional Systems Design and Development skills; (2) Extensive experience designing, developing and implementing training content and supporting materials for both technical services/products in a variety of discrete subject-matter areas and a variety of soft skills training initiatives incorporating theories of Adult Learning, interactive training techniques, and assessment and analytical tools; and (3) Ability to execute successful Instructional Design using various courseware delivery methods, including in-person, virtual, and self-paced modalities.

The experience may have been gained in either the public or private sector.  One year of experience refers to full-time work; part-time work is considered on a prorated basis.
