The incumbent serves as a supervisor of the Administrative Team, which is responsible for providing administrative guidance and operational support to a field office staff which consists of approximately 80 permanent employees and up to 30 temporary and/or contract positions. The incumbent analyzes data and makes recommendations to management relating to program issues, develops appropriate action plans, and consults to assure mission is accomplished. This position is the liaison to the Nevada State Office, Human Resources Department, and handles all field office hiring, incentive awards program, OWCP (Office of Workers Compensation Program) paperwork, and training programs. The incumbent will provide assistance, technical advice and guidance to management, supervisors, and employees on all personnel related matters, including interpretation of current agency and OPM policies and procedures, determining recruitment options, developing position descriptions and rating plans, processing personnel actions, providing information and guidance on benefits and retirement related issues, and will manage special program/agreements, such as the Volunteer Program, Student Conservation Associates program, Hosted Workers, Etc. The incumbent will provide ongoing advice and assistance to managers and supervisors in identifying projects, recruiting volunteers, ensuring agreements are approved and signed, and programs are in compliance with written directives. This position reviews, processes and monitors the status of billings, collection and deposit of grazing fees, material sales, service charges, map sales, copy fees, land leases and sales, filing fees, monitoring fees, contributed funds, and performance and compliance bonds. This position also assists the Associate Field Manager, Support Services in preparing Annual Work Plan and monitoring current year expenses for all administrative functions and monitoring field office programs.

Specialized Experience Requirements : In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement; please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for GS-07 you must have one (1) year of specialized experience equivalent to the next lower grade level (GS-06) in the Federal service. Specialized experience is further defined as experience in office management and procedures; OR have one full year (18 semester hours) of graduate level education directly related to the work of this position; OR an equivalent combination of specialized experience and education as described above. To qualify for GS-08 you must have one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience is further defined as, in addition to the specialized experience listed for the GS-07, experience with policies and procedures to maximize efficiencies within the office setting. Knowledge or education in the supervision of others. Knowledge of policies and procedures to maximize efficiencies with an office setting. Experience and knowledge in the supervision of others; OR have completed one and 1/2 years (27 semester hours) of GRADUATE level college education in a field that has equipped the applicant with the knowledge, skills and abilities to perform the duties of the position and is directly related to the work of this position; OR have an equivalent combination of specialized experience and education as described above. HOW YOU WILL BE EVALUATED:

KSA 2: Knowledge of personnel regulations, policies, and processing requirements in order to provide advice and guidance in aras such recruitment and staffing, worker's compensation, position management, employee benefits, employee relations, pay administration, incentive awards, and employee performance and development. KSA 3: Broad knowledge of processes and systems involved in the management of field office functions, and the ability to identify and interrelate such systems and processes to provide coordinated and responsive administrative support.
