This position is located within the Bureau of the Comptroller and Global Financial Services (CGFS), Office of Oversight and Management Analysis (OMA), Financial Oversight and Quality Assurance Division (FOQA).  As an Auditor in FOQA, you will be responsible for reviewing and monitoring a wide-range of  Department-level financial management services and programs to ensure  these operations have effective internal and management controls, demonstrate efficient use of resources, and are compliant with all applicable laws, regulations, and policies. This work may be conducted as part of an assurance review team or independently.

The Bureau of the Comptroller and Global Financial Services, headquartered in Charleston, SC performs the Department’s corporate financial management services, programs, and systems activities.  CGFS core responsibilities include: Agency-wide financial reporting and policy; the coordination of assurance of management controls; the development and maintenance of corporate financial systems, global accounting and disbursement services; global compensation services for American, LE staff, and Foreign Service annuitants; transactional financial support for overseas posts; and interagency coordination of overseas shared administrative services.  These activities support the Department’s domestic and overseas diplomatic operations in more than 180 countries.  CGFS is an ISO-9001:2008 certified organization dedicated to continuous improvement.

  • Coordinates and conducts program and assurance reviews of Department-level financial operations and services, including the auditing of financial data.
  • Reviews and analyzes operating procedures and guidelines for compliance with prevailing accounting standards and in compliance with relevant regulations, polices, and procedures.
  • Drafts reports and work papers based on interviews, observations, and analysis, including transactional financial data analysis.
  • Coordinates findings and recommendations for presentation, both orally and in writing, to program and senior-level management.
  • Provides advisory services to management in respect to resolving problems and continuous improvement arising from operational and system changes.

To qualify for this position, you must meet both the Basic Requirements AND Specialized Experience Requirements listed below.


Basic Requirements: To qualify for any Federal auditing position, you must meet the criteria described in A or B below.

A. Qualifying degree program–Possess a degree in accounting; OR possess a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting which may include up to 6 hours of credit in business law. (The term "accounting" here means "accounting and/or auditing." Similarly, "accountant" should be interpreted as "accountant and/or auditor.") OR


B. Combination of education and experience–Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your experience must also include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or 2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3) Completion of the requirements for a degree that included substantial coursework in accounting or auditing (e.g., 15 semester hours) but that does not fully satisfy the 24 semester-hour requirement in paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining); (b) a panel of at least two higher level professional accountants or auditors has determined that you demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above,




Specialized Experience Requirements:

GS-12:  Applicants must have at least one year of specialized experience (equivalent to the GS-11 level or higher in the Federal service) that included: interpreting and applying accounting theories, practices, methods, and techniques to conduct audit assignments; participating on an audit team to evaluate the efficiency and effectiveness of program operations; analyzing the capabilities of an automated accounting system; preparing audit reports; and communicating with internal and external clients to convey audit-related information.


GS-13:  Applicants must have at least one full year of specialized experience (equivalent to the GS-12 level or higher in the Federal Service) that included: interpreting, applying, and adapting accounting theories, practices, methods, and techniques to independently conduct audit assignments; leading segments of financial audits; analyzing the capabilities of an automated accounting system and recommending changes or enhancements; developing audit reports; and presenting audit results to internal or external customers.

You must submit transcripts (official or unofficial) to verify the Basic Requirements are met.  Failure to submit transcripts may result in an ineligible rating.


Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.  For further information, click on foreign education.


Time-in-Grade:  Current and former permanent Federal employees must have served 52 weeks at the next lower grade level of the grade level being filled for this position.
