MINIMUM QUALIFICATION REQUIREMENTS:
Applications must first meet the Basic Requirements listed below:
A. Degree: land surveying; or civil engineering with a surveying option/emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.
B. Combination of education and experience--courses equivalent to a major in land surveying or civil engineering as described in paragraph A, plus appropriate experience or additional education.
C. The basic requirements for this series may be fully satisfied by a current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
In addition to meeting the basic qualification requirement above:
To qualify for the GS-09 level, your resume must reflect 1 year of specialized experience (defined below) equivalent to at least the GS-07 grade level in Federal Service –OR- 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree – OR- combination of education and experience.
To qualify for the GS-11 level, your resume must reflect 1 year of specialized experience (defined below) equivalent to at least the GS-09 grade level in Federal service - OR - 3 full years of directly related, progressively higher level graduate education, or Ph.D. or equivalent doctoral degree -OR- combination of education and experience.
SPECIALIZED EXPERIENCE: Must demonstrate the applicant has been equipped with the particular knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position, and that is typically in or directly-related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
GS-09: Specialized experience is defined as experience conducting cadastral and engineering surveys.
GS-11: Specialized experience is defined as experience independently conducting cadastral and engineering surveys that includes a practical knowledge of land ownership tract maps, and legal descriptions.
This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in you being rated not qualified for the position.
Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.
You must meet all qualification requirements, including any selective factors, by the closing date of this announcement.
Selective Placement Factor: You must currently possess registration as a professional land surveyor. Failure to provide proof of this registration with your application will make you ineligible. If selected, you must obtain a license from the State of Arizona within 12 months of occupying the position in order to conduct land surveys for land acquisitions and prepare and sign legal documents for county recording.

Category rating and selection procedures will be used for evaluating this position. If you meet the basic qualification requirements, your on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100 and Veterans with preference will be placed at the top of their respective category. Applicants will be further evaluated on the following “Knowledge, Skills and Abilities (KSAs)” through your resume and responses to the online questions.
KSA #1. Professional knowledge of concepts, theories, principles of cadastral and engineering surveys to conduct geodetic and cadastral surveys and provide legal descriptions of land boundaries.
KSA #2. Knowledge of and ability to utilize computer systems and software, such as AutoCAD and electronic data collectors to create and edit drawings and prepare topographic maps.
KSA #3. Skill in oral and written communication in order to collaborate on preparation of negotiated service agreements and to prepare technical and legal documents.
