Everyday, our Community Relations Officers, maintain and develop collaborative relationships in the community; provide training to the local community to ensure new USCIS policies and programs reach the widest audience; and track development and report findings to management based on the performance of outreach activities.  This position of COMMUNITY RELATIONS OFFICER has a salary range of $81,823.00(GS-13 step 1) to $106,369.00 (GS-13 step 10).  Apply for this exciting opportunity to become a member of the Vermont Service Center, St. Albans, VT or Essex, VT within DHS US Citizenship and Immigration Services.

The vacancy announcement shows the location to be St. Albans; however, the Vermont Service Center has two sites, St. Albans and Essex Junction, Vermont.  The determination as to what location the position is assigned to has not been made at this time.

This position may be subject to shift work.  Shift differential would apply.

As a Community Relations Officer, you will be responsible for maintaining collaborative relationships with stakeholder communities in your jurisdiction that include nonprofit organizations, businesses, state and local government entities, adult educators, lawyer advocacy groups, and faith based groups. Your duties will include:

  • Maintain collaborative relationships with stakeholder communities in your jurisdiction that include nonprofit organizations, businesses, state and local government entities, adult educators, lawyer advocacy groups, and faith based groups. Maintain and build accurate stakeholder lists that enable immediate and consistent communication mechanisms to stakeholder base via all manner of communication including meetings, information sessions, email and telephone.
  • Develop and maintain an effective feedback loop with stakeholders to ensure that communities have an impact on Service Center Operations (SCOPS) and headquarters based policy implementation and programmatic delivery.
  • Inform SCOPS of obstacles, tensions or crises or stakeholder initiated concerns that may impact USCIS programs or reflect programmatic or policy deficiencies.
  • Provide training or information sessions to local stakeholders on new USCIS policies and programs to ensure that the information reaches the widest possible immigration audience.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

  • Establishing and maintaining effective collaborative working relationships with community organizations for the purpose of collecting feedback.
  • Developing appropriate communication channels, techniques and strategies for collecting feedback and disseminating immigration information to the community.
  • Communicate policy changes to the public to achieve compliance with new regulations.
  • Provide written reports with conclusions and recommendations on policies, projects or studies.


EDUCATION: There is no educational substitution at this grade level.

Probationary Period: You may be required to serve a probationary period of 1 year.
