JOB SUMMARY:

THIS POSITION IS COVERED BY A UNION AGREEMENT

The position is located in the International Broadcasting Bureau, Office of the Chief Financial Officer, Budget Division and is responsible for coordinating with Program offices to complete budget formulations and execution exercises, developing projections, requests, and monitoring execution of the current year budget.

The Broadcasting Board of Governors is conveniently located within walking distance to the Green, Yellow and Blue Metro lines.

INTRODUCTION TO AGENCY

The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multi cultural organization that encompasses all U.S. civilian international broadcasting. The BBG is comprised of the Voice of America, which delivers high quality, multimedia programming in 44 languages to audiences worldwide; the Office of Cuba Broadcasting (Radio and TV Marti); the International Broadcasting Bureau, which provides transmission, administrative, and other support service; and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. Our staff of dedicated professionals serves as an example of a free and independent media, reaching a worldwide audience with news, information, and relevant discussions.

Duties include but are not limited to the following:

  • Interprets internal and external guidance to prepare detailed instructions for use by the organization.
  • Reviews program budget decisions, Comptroller General decisions and Budget circulars to identify impact of changes on budget and performs as expert on appropriations law issues.
  • Prepares detailed analysis and estimates of annual funding needs for current and future budget years for major agency programs.
  • Provides management officials with procedural and regulatory guidance concerning availability of or limitations on the use of funds.
  • Develops, recommends, and implements budget policies and regulations affecting financing or important programs and forecasting fund needs for substantial programs.

Basic Qualifications: Applicants must have one year of specialized experience equivalent to the next lower grade level which is directly related to this line of work.

Specialized Experience 

GS-13 level specialized experience is defined as experience that has equipped the applicant with particular knowledge, skills and abilities to successfully perform eh duties of the position.  Examples are experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Examples of such experience at this level is demonstrated knowledge and experience in developing responses to, and interpreting guidance and inquiries.

GS-14 level specialized experience at this level is besides the specialized experience needed at the GS-13 level, the incumbent must have knowledge of the concepts, principles, practices, laws, policies, directives and regulations which apply to budget for program and services including preparation of budget justification documents in accordance with agency guidance to include budgetary systems.

 


 

Suitability Determination: If selected, you will be subject to a security investigation to establish your suitability for federal employment. The security investigation will include, among other aspects, a review of your credit and legal history.

OTHER INFORMATION:

1.
