TEXAS ARMY NATIONAL GUARD

 

EXCEPTED TECHNICIAN VACANCY ANNOUNCEMENT

 

This position is located in JFHQ, DCS for Information Management Support Office, Camp Mabry, Austin, TX.  The purpose of this position is to  function as a technical specialist on issues relating to the wide area network (WAN) and local area network (LAN) systems and their integration in the network.   The work involves network administration, optimization and performance in support of the supports the state's wide area command and control integrated network.

As a Supervisory IT Specialist (INFOSEC) with the Texas Army National Guard (ARNG), your duties will include, but will not be limited to:

 

    • Performs a variety of net work device configuration and connectivity tasks.

    • Executes procedures and coordinates corrective action to optimize network performance.   Installs, configures and monitors tested and evaluated software packages that provide performance measurements of the WAN/LAN.

    • Implements the standard configuration software loads for all network devices.   Utilizes benchmarks and performance measurement and evaluation data to manage network servers and data communication devices to support normal and surge workload.   Works with technical support personnel in resolving critical problems.

    • Uses remote management software tools to maintain and update configuration, protocol and user/system files.

    • Documents and tracks change to configuration, protocol and user/system files.

    • Executes appropriate action to ensure backup processes are completed.

    • Evaluates the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems.

    • Coordinates the development and implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements,tenant activities, state government, regional operating activities and national agencies.

    • Implements plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods.

    • Monitors distribution of applications and upgrades ensuring compliance with regulations and copyright laws. 

    • Implements procedures to ensure accurate records of authorized users of distributed software are maintained.

    • Implements the standard operating procedures for all devices on the network.

    • Reviews and evaluates proposed software.  Provides input to briefings and presentations on the complexities of the installation networks.   These briefings provide the basis for long-range decision planning relating to C4 network project management.

    • Analyzes equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels.

    • Performs other duties as assigned.

General Experience Required 
Experience, education, or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process AND  experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst,or other positions that required the use or adaptation of computer programs and systems.  

 
Specialized Experience Required
In addition to the General Experience required, to qualify at the GS-12 grade level you must:

  • Possess at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.   Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls AND experience that required adaptations of guidelines or precedents to meet the needs of the assignment and experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.  Experience in managing the function of the work to be performed.   Experience which includes leading, directing and assigning work of personnel.


Substitution of Education for Specialized Experience – At the GS-11 level, a Ph.D. orequivalent, or 3 years of progressively higher level graduate education leadingto such a degree.    Major study-computer science,information science, information systems management, mathematics, statistics,operations research, or engineering, or course work that required thedevelopment or adaptation of computer programs and systems and providedknowledge equivalent to a major in the computer field.

7. Serves as the state Information Assurance Manager (IAM).

8. Receives and reviews written guidance from a variety of Department of Defense (DoD), federal and state investigative and enforcement agencies and interprets for impact on the state. Develops and establishes policy and guidance for all Information Assurance Systems Officers (IASO) throughout the state.

9. Develops and recommends policy on actions required to prevent and to correct information assurance deficiencies and violations. Exercises authority for denial of access and coordinates the re-establishment of service. Coordinates with a variety of federal and state investigative and enforcement agencies, as necessary.

10. Develops and assures compliance with security policy for external connections to state systems and network and assures compliance with the national and state policies. Works with the Network Control Center (NCC) to develop procedures to protect information on the state networks. Monitors external connections to other state, territorial, or federal network domains as necessary.

11. Has overall responsibility for the state infrastructure recovery operations to include conducting regular vulnerability assessments and coordinating the work to correct deficiencies.

12. Serves as the principle advisor to the J-6 Director and his/her staff on the latest industry and technological projections as they pertain to information assurance for the state infrastructure.

13. Serves as the staff specialist responsible for analyzing, developing, and recommending standards concerning information assurance, documentation, techniques, and integration associated with information assurance and accreditation. Studies and evaluates long-range state requirements and trends to ensure continued compliance with information assurance requirements.

14. Coordinates team efforts of Information Assurance Systems Officers within the state and integrates their efforts with other projects in progress. This includes development/creation of state information assurance SOPs.

15. Evaluates the effectiveness of systems, devices, procedures, and methods used to safeguard information in computer accessible media and ensures correction of all state deficiencies on systems containing technologies such as Public Key Infrastructure (PKI), Common Access Card (CAC), and FORTEZZA. Reviews and implements virus protection plan.

16. Establishes and enforces state information assurance and accreditation policy.

17. Designs and employs monitoring systems within the state or between external agencies. Administers firewalls and intrusion detection systems (IDS), and develops methods/procedures for monitoring unauthorized access. Identifies, investigates, and reports violations of system security.

18. Evaluates the effectiveness and timeliness of protection deployments/updates and makes recommendations on any necessary changes. Develops and enforces policy pertaining to operational levels for user access on state systems. Manages the state user ID and password process.

19. Manages information assurance awareness program for the entire state.

20. Develops, reviews, tests and updates continuity of operations plans (COOPS) and Security SOP's.
