JOB SUMMARY:

DEPARTMENT OF THE ARMY

HAWAII NATIONAL GUARD

This position is located in the Internal Review Division of the United States Property and Fiscal Office.  The purpose of the position is to perform audits on a variety of programs and to assess the efficiency, effectiveness, and compliance with program laws, regulations, and provisions.


A 12.25% cost-of-living allowance (COLA) will be incorporated into the base salary.


This appointment is under Title 32.  The National Guard Technician Act of 1968 (Public Law 90-486) specifically excludes the use of veteran’s preference for appointments made under Title 32, U.S.C. 709.

 

Currently only one vacancy exists, however more than one vacancy may be filled through this announcement should the need arise.

 

Full Performance Level is: GS-12

KEY REQUIREMENTS

Major duties at the full performance level include, but are not limited to:
• Develop audit plans and devise detailed fact-finding techniques.
• Study guidelines and policies to gain program information and discover leads.
• Use advanced audit techniques to gather, summarize, and evaluate data.
• Prepare audit reports that present findings, identify issues, and recommend corrective action.

BASIC QUALIFICATION REQUIREMENTS:

To meet the Basic Requirements for the Auditor, GS-0511 series, you must meet at least one of the following requirements (Please note: you must submit your transcripts):
 
A. Successful completion of a bachelor’s degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")  OR
B. A combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
 a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
 b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
 c. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.


ADDITIONAL QUALIFICATION REQUIREMENTS:
In addition to meeting at least one of the Basic Qualification Requirements shown above, you must meet the following requirement to qualify for this position at the GS-12 level:
At least one year of full-time specialized experience or the equivalent, comparable to at least the GS-11 level in the Federal Service (obtained in either the public or private sector) performing all of the following duties: 1) gathering, organizing, and evaluating complex data to plan audits; 2) assessing programs to identify operational problems and recommending corrective action; 3) utilizing a variety of auditing techniques (e.g., interviews, statistical analysis, and questionnaires) to execute audit projects; and 4) conducting audit conferences with management officials to report findings and recommend corrective action.


Education: For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.

Conditions of Employment:

Work schedule is Monday – Friday 8:00am to 4:45pm.  An alternate 5-4-9 work schedule is available.
