This position is located in the Operations Directorate, Information Service Division, Video Archive Service of the Voice of America

The Broadcasting Board of Governors is conveniently located within walking distance to the Green, Yellow and Blue Metro lines.

 

INTRODUCTION TO AGENCY

The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multi cultural organization that encompasses all U.S. civilian international broadcasting. The BBG is comprised of the Voice of America, which delivers high quality, multimedia programming in 44 languages to audiences worldwide; the Office of Cuba Broadcasting (Radio and TV Marti); the International Broadcasting Bureau, which provides transmission, administrative, and other support service; and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. Our staff of dedicated professionals serves as an example of a free and independent media, reaching a worldwide audience with news, information, and relevant discussions.

This vacancy is being advertised under Merit Promotion procedures and is open to all status applicants.  The vacancy is being concurrently advertised under delegated examining (DE) procedures for non-status applicants under announcement DE-13-59.  Status applicants are those individuals who are currently serving on a career or career-conditional appointment, individuals who are eligible for reinstatement, or individuals who are applying under the VEOA program.  Applicants who wish to be considered under both delegated examining and merit promotion procedures MUST apply to both vacancy announcements.

DUTIES:

Duties include but are not limited to the following:

 

Carry out policy directives of the branch Chief and Division Director regarding video retention, content analysis, and storage requirements.

Monitor incoming content into the video server.

Ensure all incoming feeds and video ingest are flowing properly.

Uses news judgment and VOA editorial needs to cull through video, moving appropriate video to nearline or offline, or delete video material no longer needed by the organization.

Basic Requirements:

Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

OR

Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend non technical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

OR

A combination of education and experience as described above

 AND

Additional Requirements: In addition to meeting the basic requirements, applicants must have the amounts of education and/or experience required for the grade level as shown below.

 

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.

 

GS-09: Must possess one-year of specialized experience at the next lower grade level GS-07, Examples are: Experience with the concepts and principles of library techniques for moving image content, digital editing and storage such as the processing, transferring and importing of different types of video, audio, or image media and acquisition, circulation and reference negotiation and reviewing the accuracy of metadata and make corrections or deletions and  Experience with digital asset management system environments,  such as Dalet Digital Media Systems, Front Porch Digital, ENPS, Avid Interplay,  and selecting and prioritizing video news content (asset) for a television news environment or 2 full years of progressively higher level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position 

 

GS-11: In addition to the specialized experience above, Must possess one-year of specialized experience at the next lower grade level GS-09, Example are: Experience coordinating the content housed in and related to Video Servers and maintaining a large library/collection of moving images and monitoring the accuracy of metadata or 3 full years of progressively higher level graduate education or doctoral degree (Ph.D., M.D., or equivalent) related to the position

 

GS-12: In addition to the specialized experience for the GS-09 and GS-11, Must possess one-year of specialized experience at the next lower grade GS-11: Examples are: Experience monitoring incoming content into the video server and ensuring all feeds and video ingest are flowing properly.  Developing procedures and determine logistics of various video ingest and process and experience with troubleshooting, system maintenance, system upgrades and database administration.

 

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.


 

Suitability Determination: If selected, you will be subject to a security investigation to establish your suitability for federal employment. The security investigation will include, among other aspects, a review of your credit and legal history.

This position may require you to serve a 1-year supervisory  period

OTHER INFORMATION:

1.
