The US Agency for International Development (USAID), Bureau for Global Health (GH), Office of HIV/AIDS, Implementation Support Division (OHA ISD) is seeking a Health Science Specialist.   As a Health Science Specialist you will serve as a senior advisor working with the Orphans and Vulnerable Children (OVC) team.  ISD is devoted to a range of activities both at the country level and at the Washington, DC, headquarters, that include program management of grants and cooperative agreements, country HIV/AIDS program assessments, program design, and evaluation of US Government (USG) sponsored international development assistance programs.  For greater detail on the job duties, please see the "Duties" section of this announcement.   For more information on the Bureau for Global Health, please click on the following link: Bureau for Global Health

As a Health Science Specialist you will (taken from the position description):

  • Serve as a senior advisor working with the Orphans and Vulnerable Children (OVC) team devoted to a range of activities both at the country level and at headquarters (in Washington, DC) within USAID on activities such as the program management of grants and cooperative agreements, in-country HIV/AIDS program assessments, program designs, and evaluation of USG-sponsored (United States Government) international development assistance programs aligned with the OVC programming guidance such as: 1) Child welfare workforce and systems strengthening. 2) The integration of OVC with prevention of mother to child transmission (PMTCT) of HIV  and the broader HIV portfolio. 3) Capacity building of community and faith-based organizations (FBOs); and 4) Country ownership to ensure a sustained OVC response.
  • Participate on a team of technical experts who guide the conceptualization, program design, and identification of programmatic gaps, development of evaluation methodologies and documentation of HIV/AIDS programs and best practices, primarily focused on OVC-related programs. The technical assistance includes such programmatic areas such as, child welfare work force and systems development, food security and nutrition, and integration of OVC with PMTCT and broader child survival.
  • Support Agency-wide activities within the HIV/AIDS area serving as an expert analyst on studies or projects that have significant impact on an organizational initiative such as Presidential Emergency Plan for AIDS Relief (PEPFAR); review and analyze data; assist in the development of integrated program strategies; cross-sectoral implementation models; disseminate "lessons learned" as well as provide advice on local capacity building, and integrated OVC and child survival/nutrition programming.
  • Assist in the management of projects, and advise Office, Bureau, USAID mission staff serving in cooperating countries on health science programming issues, specific to HIV and OVC. The specialist consults with the senior Bureau for Global health management on key issues related to project development, implementation and inter-Agency coordination. 
  • Represent USAID and/or the U.S. Government at international meetings on HIV/AIDS.

To qualify for this position at the GS-13 level you must have at least one year of specialized experience that is equivalent to that of a GS-12 grade level in the Federal Service.  Qualifying specialized experience includes: Served at an Organization, Agency or Division whose focus is the prevention of HIV/AIDs in developing countries and with a primary focus in orphans and vulnerable children (OVC) and the prevention of mother-to-child-transmission (PMTCT); analyzed, formulated, developed systems, procedures and methodologies for managing HIV/AIDS projects and/or programs in a developing country; participated in the design and evaluation of developing country HIV/AIDS projects and/or programs; managed activity implementation of an HIV/AIDS program in a developing country setting that ensured sustainable programs in partner countries; served as a technical resource providing input and feedback on current research related to developing country HIV/AIDS topics and specifically on OVC and PMTCT.


At the GS-13 level, applicants must meet the specialized experience requirement desribed above and the education requirement described below:

Degree: Successful completion of a full 4-year course of studying in an accredited college or university where the major study in an academic field related to the health sciences or allied sciences appropriate to the work of the position.

WHAT TO EXPECT NEXT:
