How You Can Lead the Way

The Chief Administrative Officer (CAO) reports to the Associate Administrator for Mission Support, Federal Emergency

Management Agency (FEMA), Department of Homeland Security. The incumbent will provide executive-level direction to and oversight of assigned administrative and agency support functions in direct support of all Agency organizations. Principal responsibilites include oversight of the functional areas of accupational safety, health, and deployment readiness; energy, environmental, sustainability management; privacy; records, directives, Freedom of Infomation Act management; real and personal property management; facilities management and support services; mail management, and related programs.



EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.


  • Relocation expenses will not be authorized.

The Chief Administrative Officer is responsible for a large and diverse portfolio and workforce, and for planning, directing and implementing the full scope of administrative business activities for FEMA, including: real property management, safety, records management, workplace analyses and administration, and privacy.  The incumbent of this position serves as the principal advisor to the Administrator, Deputy Administrator, and Associate Administrator for Mission Support, on matters relating to Agency administrative and assistance activities, by providing input on policy issues relevant to FEMA; advising/participating in Agency-wide operations; and engaging in short- and long-term planning for the Agency with administrative-related activities.  The CAO is tasked with providing services that drive organizational productivity, ensures resource allocation efficiency, and maintains financial integrity and transparency so that FEMA can demonstrate high value to stakeholders, customers, and the taxpayer for every dollar spent. 


The Chief Administrative Officer:


Provides executive-level oversight of all Office of the Chief Administrative Officer (OCAO) components through a staff of SES members and senior Federal employees.  The following senior leaders report directly to the incumbent:


  • Deputy Chief Administrative Officer
  • Director, Occupational Safety, Health and Deployment Readiness Division
  • Director, Support Services and Facilities Management Division
  • Chief, Energy, Environment, and Sustainability Management
  • Chief Privacy Officer


Provide direct executive leadership for major programs and projects with agency-wide impact. Provides executive leadership and direction for the following functions: property management; space planning; records management; safety; energy and sustainability; privacy; and other support services.

Is responsible for oversight and coordination of a full range of executive-level managerial responsibilities, to include establishing OCAO goals and plans, resource needs, allocations, and use; oversight of OCAO component efficacy and support processes; guiding development of organizational policy; coordinating OCAO support activities within and outside of FEMA; and assessing the organizational efficiency, effectiveness and responsiveness of programs to customers.


Serves as the senior agency official responsible for implementation of laws, Executive Orders, regulations and similar directives for assigned program areas, including serving as Senior Real Property Officer under E.O. 133327 (real property asset management) and serving as the designated Senior Official responsible for E.O. 13423 (environment, energy and transportation).


Assures that adequate management controls are in place and effectively employed to prevent waste, fraud, mismanagement and abuse.


Speaks authoritatively in meetings with top FEMA and DHS officials, representatives of other government agencies, state and local officials, and other outside groups. Specifically represents FEMA in discussions and negotiations with General Services Administration, U.S. Army Corps of Engineers, other branches of DOD, and numerous State officials regarding leased and leasing of property.



Represents the Agency on various inter- and intra-agency groups and boards to coordinate policy, guidance, procedures and activities. Serves on the DHS Undersecretary of Management’s Readiness Support Council as the FEMA representative.


Develops and defends positions on major issues arising within the office's areas of responsibility. Toward this end, achieves and maintains currency with FEMA and DHS programs; extant and proposed policies; planning issues; and responsible OCAO program areas.


Assesses the impact of Presidential guidance, new legislation requirements, and similar external factors, and in taking action to satisfy requirements and improve systems and operations to meet goals and objectives.

As a minimum qualifications requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below.  Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration.  The narrative portion for the Technical Qualifications MUST NOT EXCEED 6 PAGES TOTAL.

The supplemental narrative statement for the Executive Core Qualifications should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES.  This evidence must include clear and concise examples that emphasize the applicant's level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts.  The narrative portion for the Executive Core Qualifications MUST NOT EXCEED 10 PAGES.  For guidance in preparing a narrative statement addressing ECQs, applicants can access OPM's website at

The following categories of applicants may omit the mandatory Executive Core Qualifications (ECQs), but MUST address the Technical Qualifications factors.  Categories include:  Applicants who are currently serving under a SES career appointment (must provide a copy of Standard Form 50 - Notification of Personnel Action that documents career appointment to the SES), or applicants who are eligible for reinstatement to the SES (must provide a copy of Standard Form 50 - Notification of Personnel Action that documents career appointment to the SES), or applicants who are graduates of OPM-approved SES Candidate Development Programs (must provide proof of OPM Qualifications Review Board certification.)

Failure to meet the minimum qualifications requirement and all Technical and Executive Core Qualification factors automatically disqualifies an applicant.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for TS-SCI as a condition of placement into this position. This may include a review of financial issues, such as delinquency, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

2.     Demonstrated effectiveness in leading a large workforce with significant budgetary resources in meeting detailed operational objectives and targets, and in adjusting work processes when performance falters in order to achieve operating plan goals including customer service requirements.


3.     Demonstrated experience and ability in the use of change management techniques; in implementing recommendations that significantly change, interpret, redirect policies or programs; and in the use of 'best practices' from Federal agencies and the private sector and through the creative development and implementation of policy for a large organization.
