This announcement is being advertised under delegated examining procedures and is open to all U.S. citizens.

This is a Term position.  Initial appointment is 13 months with possible extensions up to 4 years.  This position is also career-seasonal in nature and does not provide employment on a year-round basis.  You may work a minimum of 26 weeks but generally not more than 48 weeks a year.

Actual work schedule and period of furlough is contingent upon funding and operational needs.

Water Resources Monitoring:

At the GS-05 level: Incumbent conducts and organizes field data using established procedures for the aquatic invasive species monitoring program at Glen Canyon National Recreation Area as part of the Glen Canyon Zebra Mussel Prevention Program.  Also collects basic water quality monitoring data following established protocols using multi-parameter probes.  May also assist in the field collection of water samples for microbiological analysis as part of the Glen Canyon Beach Monitoring Program.  Duties involve collecting plankton samples and identification of Dreissenid veligers using microscopic, imaging flow ctyometry, and to a lesser degree, biochemical/molecular (genetic) methods using standard laboratory equipment.  Incumbent will follow adequate quality control measures for data collected by following established standard operating procedures and a quality control manual.  Incumbent will operate and maintain field and laboratory equipment, and will inventory equipment and laboratory supplies.  Operates computers using commercially available software for word processing, data management, global positioning system (GPS) data capture and processing, geographic information system (GIS) management, and statistical analysis.  Writes scientific reports or documents and maintain records.  Plankton identification work will often be sedentary and involve spending long periods in the laboratory.  Fieldwork may consist of long days in hot, dry weather.  Routine operation of motor boats is required following successful completion of the DOI Motor boat Operator Certification Course.

 PHYSICAL DEMANDS:

  • Duties may require strenuous outdoor work where incumbent may be subject to heat and inclement weather.
  • Activities such as hiking, climbing, boating, and carrying equipment will be required.  Incumbent must be in adequate health and physical condition for such activities.
  • Other tasks may be sedentary.
  • A flexible work schedule may be necessary.

WORK ENVIRONMENT:

  • Work is often performed in the outdoors which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight.
  • Indoor work will generally be in an office or laboratory.
  • Travel in watercraft and fixed-wing aircraft will be necessary on occasions.

AREA INFORMATION/HOUSING INFORMATION:

Page, Arizona is located on the Arizona-Utah border, 135 miles north of Flagstaff, Arizona, the nearest larger community. Wahweap District is located seven miles from Page.   Page looks out on beautiful Lake Powell which offers boating, associated water sports recreation and fishing.   The surrounding land of the Glen Canyon National Recreation Area offers beautiful red rock country for hiking and backcountry recreational activity.   Page is centrally located to many other National Parks, such as the Grand Canyon, Zion, Arches and Canyonlands to name a few.   Page offers normal community amenities such as shopping, medical and dental facilities, schools K-12 and college courses available through local Coconino Community College. The area enjoys typical high desert climate with temperatures ranging from 100 in summer to mid-teens in winter with low humidity and sunshine most days of the year. All qualifications must be met by the closing date of this announcement, Wednesday, February 20, 2013.  Qualifying experience may be obtained in the private or public sectors.  

QUALIFICATIONS: To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as selective factors as described in the occupational/assessment questionnaire and as outlined below.

For the GS-05 Grade Level

  • Experience:  Applicants must have 6 months of general experience and 6 months of specialized experience equivalent to the GS-04 level in the federal service.  General experience:  Any type of work that demonstrates the applicant’s ability to perform the work of the position, or experience that provided a familiarity with the subject matter or processes of the broad subject area of the position. Specialized experience demonstrates the knowledge, skills, and abilities to perform successfully the duties of a Biological Science Technician.   Specialized experience includes research activity or control program work, use of standard laboratory equipment, ability to write reports and documents, academic training in the natural sciences such as chemistry, biochemistry, biology, microbiology, microscopy, hydrology, aquatic biology or ecology, and experience in basic monitoring techniques in aquatic ecology and biology.

OR

  • Education:  Applicants must have two years of education above the high school level in courses related to the occupations such as Biology, Chemistry, Natural Resources, or Environmental Science from an accredited college or university.

OR

  • Equivalent combination of experience and education.
  • Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation.   Full-time work is generally considered 40 hours per week.   Part-time experience will be credited on the basis of time actually spent in appropriate activities.   Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position, the starting and ending dates of employment (month/year), and the number of hours scheduled to work per week.

Education

Requirements

1. If new to Federal Civil Service, you will be required to serve a probationary period of 1 year.

2. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued drivers license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued drivers license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State drivers license. 

3. You will be required to do some travel.

4. Work Schedule will be maxiflex, Monday through Friday; you will be expected to work some weekends.

5. Passing a drug test will be required in order to operate a motor boat.

HOW YOU WILL BE EVALUATED:

Your rating will be based on your responses to the Assessment Questionnaire and the information stated in your resume. The assessment questions relate to the following competencies that are required to perform the work of this position.

  • Knowledge of and skills in procedures and practices of laboratory that uses a compound microscope for plankton sample analysis for identification of Dreissenid veligers.  Knowledge and skills using imaging flow cytometry (FlowCAM) for plankton sample analysis for identification of Dreissenid veligers.  Knowledge and skills in procedures and practices of analysis for identification of Dreissenid veligers.
  • Skills and ability to plan, organize and conduct field work for plankton sampling for mussel monitoring.  Ability to operate motor boats for the purpose of plankton sampling.  Ability to carry our safe field operations and procedures while collecting plankton samples.
  • Knowledge and skills in laboratory QA/QC activities and equipment maintenance.
  • Skills and ability using word processing software, speadsheets, and databases.  Skills and ability using global positioning systems (GPS) to navigate to and record locations.  Skills and ability to produce maps using geographic information systems (GIS).  Ability and skills consolidating stats, preparing figures, maintaining accurate records, and preparing reports.  Skills using statistical software programs.

 

You must include months, years and hours per week worked to receive credit for your work experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Category rating procedures will be used to rate and rank candidates. Candidates will be ranked into 3 categories:
Category Group I (Best Qualified) - applicants who possess experience and/or education that well exceeds the minimum qualifications of the position, including all selective factors and all quality ranking factors. Applicants considered best qualified must be highly proficient in all requirements of the job and be able to perform effectively in the position. 
Category Group II (Well Qualified) - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job.
Category Group III (Qualified) - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all of the requirements of the job.

VETERANS PREFERENCE: Veterans Preference applies to category rating. Within each quality category, veteran's preference eligibles are listed first, including CP, CPS, XP, and TP. In addition, veterans who have a 10% or more service-connected compensable disability (CP or CPS) are placed at the top of the highest quality category (except in the case of scientific or professional positions at the GS-9 level or above or if they fail to meet positive education requirements, training, selective placement factor, etc.).
