The Federal Railroad Administration’s mission is to enable the safe, reliable, and efficient movement of people and goods for a strong America, now and in the future.  

The Director, Office of Planning and Policy Analysis is located in the Office of Railroad Policy and Development, in Washington, DC, and will serve as the principal advisor on rail planning and policy.  The incumbent will be responsible for national rail strategy, network and business planning, and support of policy and investment decisions.

The Director, Office of Planning and Policy Analysis is the principal advisor to the Federal Railroad Administrator, Deputy Administrator, and the Associate Administrator for Railroad Policy and Development.  He/she will provide executive leadership, accountability, and direction to the following programs and activities: 

  • Coordination of a national rail strategy, including national planning and sustainability activities, and development of performance standards. 
  • Rail network planning, to include network route analysis, business case analysis and capital asset planning along with the development of tools for regional and state planners. 
  • Capacity modeling, including analysis of shared corridors, utilizing Geographic Information Systems (GIS) and other tools to analyze, plan and forecast network performance. 
  • Industry analysis to evaluate passenger and freight rail performance that will provide policy and investment decision support for both grants and loans. 
  • Development of financial program policies and guidance, particularly relating to planning and development activities.
  • Review and assessment of Amtrak capital plans, including state of good repair and improvement plans for the Northeast Corridor, fleet and station assets. 
  • Support for implementation of passenger station and rolling stock improvements to comply with the Americans with Disabilities Act (ADA) requirements.
  • Assessment of capital plans for terminal area infrastructure and other shared railroad assets.
  • Monitor and review of international developments related to rail policy and economics that provide best practices, and may impact domestic railroad-related manufacturing, rail border crossings, and trade agreements. 
  • Development of strategic alliances throughout the U.S. Department of Transportation to increase the availability of freight and passenger rail as part of a larger multi-modal transportation network.
  • Assessment of legislation and other initiatives that impact the rail industry, and support the execution of Executive Orders on Sustainability and Global Climate Change. 
  • Engaging with executives, managers, and professionals of railroads, financial institutions, academic institutions, international groups, contractors and other sources in order to remain current on railroad sensitivities, economic conditions, important safety and policy trends and major shifts in industry challenges and opportunities. 
  • Participation in strategic planning efforts to prepare for the future of rail in the United States and alignment with the Departmental Strategic Plan.

CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:

  • Complete a one-year SES probationary period (unless already completed).
  • Complete a Public Financial Disclosure Report, OGE-278. You will need to provide the information annually.
  • Federal Government Travel Card Requirement:  The Travel and Transportation Reform Act of 1998 [pub.L.105-264] and the Federal Travel Regulations [41 CFR Part 3000 et seq.] require that all Federal employees obtain and use contractor-issued Federal travel charge cards for all payments or expenses related to official Government travel.  To be considered for this position, all applicants who are current employees of either the Federal Railroad Administration or another Federal agency will be asked to certify that their Government travel card is in good standing (i.e. not suspended or cancelled) and that there exist no reasonable circumstances which would jeopardize that good standing.  All applicants understand and agree that FRA's offer of employment or a position under this announcement is voidable at the sole discretion of FRA if: 1) if the applicant fails to provide the required certifications; or 2) if the certification is found to be untrue; or 3) if the applicant is unable to obtain a Federal Government travel card for whatever reason. 
  • The FRA has determined that seniority rights, leaves of absence, and reemployment rights with or from a railroad generally constitute an actual or an appearance of a conflict of interest.  New employees may be required to divest themselves of such rights immediately upon hire if these rights are determined to constitute an actual or appearance of a conflict of interest.  No waivers of this requirement will be granted.  
  • FRA employees (or spouses or minor children of FRA employees) are specifically prohibited from holding railroad stock (including shares of Berkshire Hathaway, Inc., which owns 100% of BNSF), whether held outright, in an IRA, or in a 401(k) or other plan.  Employees may hold a mutual fund which invests in railroad stocks, so long as the mutual fund does not invest more than 30% of its assets in such prohibited investments.  Employees having a prohibited financial interest must divest themselves of railroad stock within 90 days after their appointment to their positions.  Neither the rule against holding railroad stock, nor the divestiture period, is in any way affected by the existence of re-employment rights which employees might have with railroad companies.  Nor is there any monetary threshold for applicability of the rule against ownership of railroad stock; all dollar amounts are prohibited.

If selected, your ECQs must be certified by an Office of Personnel Management (OPM) Qualifications Review Board (QRB), unless you are a current SES executive or have successfully participated in an OPM approved SES Candidate Development Program.
