NATIONAL GUARD MEMBERSHIP IS REQUIRED

DUTY LOCATION:    Lawrence, IN

JOB SUMMARY:    This position is located in the Military Personnel Office (MILPO), Plans and Actions Branch. The purpose of the position is to perform a variety of administrative and office management duties, in support of the education and incentive programs and also to provide information to qualified personnel.

This job announcement is for employment as an Indiana Army National Guard Technician; a Federal Civil Service position.  This is a dual-status technician job whereby you are required to maintain active membership in a National Guard unit and are required to wear the military uniform at the workplace.  As members of a unit of the Indiana National Guard, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year.  Indiana Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

APPOINTMENT FACTORS:  This position is an Permanent Excepted Service position.

MILITARY RANK REQUIREMENTS:   E-4 thru E-7 or WO1 thru CW2

MILITARY SPECIALITY REQUIREMENTS:  Individuals must meet the qualifications for the technician position but will have 1 year from date of hire to be assigned to a compatible MOS in a compatible unit for the technician position advertised.

Compatible Military Assignments: Warrant: 420A; Enlisted: 42A

As a Education Technician with the Indiana Army National Guard (ARNG), your duties will include, but will not be limited to:

  • Performs a variety of administrative functions in support of the Education Services Programs (i.e. Information Management and Reporting Center (iMARC), nationalguardbenefits.com) in a State. Administers tests, assures that tests are conducted in accordance with standard procedures prescribed in the applicable regulations, and maintains records of results achieved. Consolidates, reviews, and requests data from iMARC, and other databases. Records individual education levels against goals and documents efforts made to increase those levels. Prepares reports of program achievements and budget requirements.
  • Receives, researches, and processes.
  • Consolidates information recorded in monthly program evaluation reports prepared from attendance records, contracts, or other sources and puts this information into the prescribed format. Maintains and updates State Education Web Site.  Maintains records in accordance with prescribed procedures, including those pertaining to, troop educational levels, enrollment, attendance, and completion data, personal interview summaries, and subsequent recommendations, testing schedules and instructions, and other information. Receives, evaluates, and certifies transcripts.
  • Maintains accountability for educational funds. Monitors expenditures and obligations against allotted budget. Checks expenditure documents for propriety, posts data, and balances accounts. Prepares requests for contracts using established procedures and readily available information. Receives and processes invoices from institutions. Recoup Federal Tuition Assistance (FTA) when applicable.
  • Provides information and briefings concerning educational services such as placement tests, Montgomery G.I. Bill (MGIB), all levels (intermediate through post-graduate) of educational programs and courses, tuition assistance, and other services available to qualified personnel who have requested this information. Information provided included program/course or tuition assistance program requirements, enrollment fees and other expenses, and other information that is readily available in program brochures, government publications, or other sources.
  • In addition to providing information described above, in the absence of a designated guidance counselor, the incumbent may advise, counsel, and provide customer support for personnel regarding educational goals. Discusses potential benefit of course or educational programs in terms of career development and self development. Advice provided typically involves helping personnel select educational programs or courses that are best suited to their background and goals or evaluating prior education to determine applicability to other programs when in-depth analysis is not required. Complex counseling, assignments, such as assisting personnel in the definition of educational goals or weighing various educational options, are referred to higher authority.
  • May serve as the control officer for all civilian high school and college tests. Prepares required quarterly reports and audits regarding test material. Administers Army Personnel Testing (APT) (i.e. Flight Test, ASVAB, etc.).
  • Performs other duties as assigned.
  • Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORl/UCI/MEI/OCl/I G, etc.), mobility exercise, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws. These tasks have no impact on the classification of this position and should NOT be addressed in any technician’s performance standards.

In order to meet the Minimum Qualifications for this Education Techncian position at the GS-07 grade level, you must have at least 12 months of:

    • Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position. Experience using computer and automation systems.
    • Experience, education, or training which included administrative, clerical or support duties. Experience assembling data into proper formats as directed by oral or written instructions. Experience with maintaining records and establishing a filing system. Experience and ability to follow agency directives in monitoring and controlling a testing environment. Experience in developing lesson plans and assuring plans are followed. Experience obtaining training materials and setting up training equipment (i.e., audio-visual, training aids). Experience gathering data, preparing and submitting reports.
     Knowledge, Skills and Abilities that will be evaluated for this position include:
  • A comprehensive knowledge of the majority of the laws, rules, regulations, policies, procedures, and precedents relating to the area of assignment; and the ability to apply this knowledge in the interpretation and application of regulatory and procedural requirements to complex cases.
  • Knowledge of requirements for proposed action to ensure that documentation is correct and sufficient; ability to review organizational records, duty codes, medical, educational regulations in order to analyze the information and determine the propriety of the action submitted and that all levels of legal, medical, and administrative review are complete.
  • Ability to deal cooperatively with others to obtain needed information, to complete required case processing, and to explain decisions or recommendations to interested parties.
  • Skill in compiling information and preparing reports.
  • Ability to plan and organize work.
  • Knowledge of military organizational structures, protocol, and similar matters.

 


Substitution of Education for Experience: High school graduate or the equivalent may be substituted for 3 months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks of substantially full-time hours, or the equivalent) for the first 12 months of the required experience. For experience in excess of 24 months, education in schools above the high school level may be substituted at the rate of one academic year of education for six months of experience. Each 30 semester hours credited must have included at least 6 semester hours of courses which are directly related to the type of work of the position.

Permanent Change of Station (PCS) funds are not available for this position.

ENLISTMENT CASH BONUSES:   Acceptance of technician position may affect any bonus and/or educational assistance that may be payable.  

WORKING CONDITIONS: The employee works in an adequately lighted and ventilated office environment and observes normal safety precautions.

PHYSICAL EFFORT: The work is mostly sedentary.  No special physical demands are involved.  There may be some walking, standing, bending, or carrying of light items.
