The person selected for this position will provide senior technical authority in information technology; formulating and developing implementing strategies, standards, and guidelines for FEMA programs and functions. This position starts at a salary of $74,872 (GS-12) and ends at $97,333 (GS-12).  Apply for this exciting opportunity to become a member of the Office of the Chief Information Officer (OCIO), Mission Support Bureau, Operations Division, Software Development & Integration Branch, in the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA).

EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

Relocation expenses may not be authorized for this position.

KEY REQUIREMENTS

  • You must be a U.S. citizen to be considered for this position.
  • You may be required to serve a probationary period of 1 year.
  • This position requires a (Public Trust) Security Clearance
  • Occasional travel may be required.
  • Direct Deposit is mandatory.

    Duties for this position are as follows:
  • Reviewing and analyzing technical and functional requirement specifications for integrated software application and systems.
  • Verifying functionality of system solutions using current quality assurance guidelines for technical design specifications.
  • Representing the quality assurance disciplines on applications development teams to ensure requirements are verifiable and testable.
  • Ensuring the application meets appropriate performance and security measures.
  • Reviewing technical and design specifications against stakeholders requirements.
  • Consulting with customers to identify and specify requirements, and to develop test plans and test cases for overall functional and systems requirements.
  • Performing software testing to validate system functionality and performance.

To qualify for this position at the GS-12 level you must possess the following:

One full year of specialized experience.  Specialized experience is described as experience in managing privileged accounts and access systems and databases; assisting in the implementation of security system requirements; scheduling enhancements, upgrades, and repairs to the computer system; and installing and maintaining system software and hardware.

Time-in-Grade Requirements:  Status applicants must have served 52 weeks at the next lower grade in the Federal service.  To be creditable, one (1) year is required at the GS-11 level for the GS-12.
All qualifications and grade equivalency requirements must be met within 30 calendar days of the closing date of this announcement.
