This position is ideal for an experienced emergency management professional, with disaster field operations management experience. The position is located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Office of Response and Recovery, Regional Incident Management Assistance Team (IMAT).

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

STAFFORD ACT EXCEPTED SERVICE APPOINTMENTS:  Cadre of On-call Response Employee - Incident (CORE-I) is an appointment type granted under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act.  Appointments under this authority within FEMA are made to the excepted service and are nonpermanent in nature. 

EMERGENCY ASSIGNMENT: Incident Management Assistance Team (IMAT) employees are subject to 24-hour on call work schedules in the event of an emergency and be willing to relocate to emergency sites with little notice.  The teams deploy as soon as notified to respond and are on the scene within 12 hours. Once on-scene, the teams operate and function under intense physical and mental stress until the response mission is accomplished. This service will require irregular and/or long working hours which may be under austere environments that include living and working in temporary facilities such as tents, warehouse, or other expediently established facilities, significant damage to critical infrastructure that prevents ready access to potable water (other than for drinking), other than basic medical care, and other routinely available services. Work may include duties other than those specified in the employee’s official position description to include performance of manual labor to support the establishment of team facilitated, subsistence of team members, and distribution of commodities to incident survivors.

The work may involve some physical exertion, including activities such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, stooping, stretching, reaching, or similar activities; carrying and lifting of moderately heavy items (up to 50 pounds).

Relocation Expenses will not be paid

Relocation Bonus may be authorized.

When deployed the incumbent of this position is under the supervision of the Logistics Section Chief and is responsible for the management of all service activities at the incident.  Incumbent will coordinate federal support for response and recovery to natural incidents, that result in considerable levels of damage, or disruption severely impacting the affected population and infrastructure requiring sustained federal recovery support.  

  • Oversees the setup of the Joint Field Office (JFO), ensuring JFO facilities and communications requirements are identified; assists in identifying and selecting the site location; coordinating with MERS for communications resources (personnel and equipment)
  • Coordinates the closeout of the JFO; coordinating with others the demobilization timeline; ensuring FEMA furniture, fixtures, and equipment are recovered, staged, and loaded for transport; ensures proper closeout of contracts
  • Determines appropriate organizational structure based on supervisor's direction; ensuring structure and staffing are Incident Command System (ICS) compliant 

When not deployed the incumbent of this position reports to the Logistics Section Chief and will:

  • Participate in exercises at the national, regional and state level and all required training with states, territories and other federal agencies
  • Provide input for development of and participate in the execution and documentation of functions and plans affecting critical aspects of FEMA's mission, operation response and programs
  • Provide basic instruction on disaster-related topics to regions, states, and local authorities.
  • Assist in the development of plans, goals, and objectives for new initiatives and programs.
  • Evaluate and provide recommendations for improving effectiveness of existing programs and activities

You qualify for this position if you possess the following:

Experience that clearly demonstrates ability to lead the Service Branch within the Logistics Section of a NIMS/ICS-compliant, self-sufficient, highly mobile, rapidly deployable emergency response team organized and equipped to effectively manage all Federal support to a State, tribal, territorial or local government during natural disasters, acts of terrorism, or other man-made disasters; includes experience managing service activities at an incident site; demonstrated leadership potential to supervise the operations of the Communications Unit and, if assigned, the Food Unit and Medical Unit; experience setting up and closing out response facilities and meeting communications requirements for deployed staff; experience with facilities services contracting.


If selected, incumbents will be required to attend a 16 week academy that will include but is not limited to:

  • Basic on-boarding and equipment issuance;
  • Position-specific emergency management training and education;
  • Management and leadership development;
  • Assessments and capability validation exercises;
  • Engagement with subject matter expert professionals at the local, state, and Federal levels of emergency management; and
  • Team building activities.
  • The aforementioned activities will build upon and refine the knowledge, skills, and abilities required to effectively execute the Agency mission and operate as a cohesive unit. All travel and per diem expenses will be covered.

HOW YOU WILL BE EVALUATED:

1.  Demonstrate experience overseeing the setup of the Joint Field Office (JFO) to ensure facility and communication requirements are identified.

2.  Ability to interpret Incident Action Plan (IAP) and identify resources needed within the ordering processes; ability to assist branch personnel with preparations of incident plans.

3.  Experience supervising teams, delegating authority and communicating basic work guidelines and assignments.

4.  Ability to establish a demobilization timeline and ensure proper closeout of facility leases and contracts.

5.  Knowledge of computer networks, software, electronic messaging, and other types of automation and technology. 

For consideration in hiring, candidates for positions on the IMATs will complete a two part assessment. For consideration in hiring, applicants must be available to complete all portions of the hiring process to which they are invited and on the dates specified. Failure to complete any portion will eliminate an applicant from consideration. Participation in all phases of the assessment is mandatory.

Phase II: Qualified candidates referred at the end of Phase I of the review process, will be invited to attend a one day, in-person assessment at the Center for Domestic Preparedness(CDP) in Anniston, Alabama. The assessment will include a panel interview and a series of exercises to evaluate their problem solving skills and their ability to work cooperatively with others in a stressful environment. Travel to CDP will be at government expense.
