The USAF Air University's Spaatz Center for Officer Education (Spaatz Center) invites applications for a faculty position serving as the Chief of Program Assessment and teaching in the Air Command and Staff College and/or Air War College programs.  The Chief of Program Assessment  provides the Spaatz Center's Commander/Vice Commander and the leaders within each of the colleges and organizations comprising Spaatz Center with data, reports, advice and consultation concerning assessment of the Center's academic programs.   The mission of the Spaatz Center is to direct, integrate, synchronize, and support a continuum of officer professional military education, research and outreach that produces leaders who effectively articulate, advocate, and employ airpower in a joint and multinational environment through both resident and distance learning programs.

The Chief of Program Assessment leads the planning, coordination, development and conduct of program assessment for all Spaatz center programs, delivering data-based evidence of program effectiveness.  The incumbent leads a team of four instructional evaluation and assessment specialists who, in cooperation with Spaatz program leaders, execute a coherent, rigorous program to obtain, analyze, interpret and maintain direct and indirect assessment data from Spaatz students, faculty, alumni and other stakeholders regarding curricula, faculty development, research, program outcomes and related issues.  The Chief of Program Assessment plays an essential role in assisting academic leaders to meet program accreditation requirements of higher headquarters, civilian agencies and the joint staff.

The position demands a broad knowledge of the resources, principles and policies required for developing, executing, and assessing graduate-level professional military educational programs.  Expertise in the principles, practices, and techniques of educational instruction, evaluation, certification, and accreditation as they apply to military educational programs is necessary.  The ability to plan, organize and supervise the functions, work operations, and staff of a small to medium sized organization, coordinating and integrating the work activities of several organizational components is also required.  Success demands the ability to coordinate and synchronize actions across diverse organizations and to execute staffing and coordination processes across the Center, with Air Force higher headquarters and joint military schools and staffs.  The Chief of Program Assessment must meet, and maintain, the qualifications necessary to teach as a faculty member at Air Command and Staff College and/or Air War College.  The position is open to any relevant academic discipline.


A successful candidate will have significant professional experience in a field pertinent to professional military education and will have demonstrated superior teaching performance, guided research and/or published in areas related to military education.  While an earned doctorate degree in education or an assessment-related discipline is desired, candidates who hold at least a masters degree in a PME-relevant discipline may be considered if they have significant professional experience applicable to program assessment and professional military education.


Academic rank for the position is open but the focus is at the Assistant and Associate Professor level.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. 

Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.  It is your responsibility to provide such evidence when applying.



You must be a U.S. citizen to qualify for this position.

In order to qualify for this position, you must be able to obtain a Top Secret security clearance.

You will be required to do some travel. 

This job is being filled by an alternative hiring process and is not in the competitive civil service.  This is an Administratively Determined position in the excepted service.

* The position will be an initial three year appointment with a one-year probationary period, with the potential for continued reappointment for additional 3-5 year terms.
