This position is located in the Agency for Healthcare Research and Quality (AHRQ), Center for Delivery, Organization, and Markets.  AHRQ is the lead federal agency charged with improving the quality, safety, efficiency, and effectiveness of health care for all Americans.  AHRQ conducts and supports health research that will improve the quality of health care and promote evidence-based decision-making.

The Center for Delivery, Organization, and Markets provides a locus of expertise and leadership for research on health care markets, delivery systems, and organizations.  The center is comprised of an interdisciplinary staff that identifies emerging research needs, manage portfolios of research grants and contracts, conduct and publish peer-reviewed research, and develop databases and software tools that can be used with the databases.

Applications will be accepted from all groups of qualified persons, including U.S. Nationals (permanent residents).  No previous federal experience is required.  This is an Excepted Service position under Title 42.  This appointment does not confer any entitlement to a position in the competitive service and has no entitlement to Merit Systems Protection Board (MSPB) appeal rights.

As a Staff Fellow, you will work closely with senior health researchers to provide scientific direction and daily programmatic oversight of the contract to evaluate the Children's Health Insurance Program Reauthorization Act (CHIPRA), Quality Demonstration Grants Program which will include: 

·         Reviews evaluation plans and reports for scientific rigor and program priorities.

·         Works with AHRQ’s Division of Contracts Management and related federal offices to modify an Inter-Agency Agreement (IAA) between AHRQ and CMS, and the evaluation of the contract, as appropriate.

·         Prepares and maintain documents required by AHRQ’s Division of Contracts Management staff.

·         Develops scientific, evaluative, program review reports and briefing materials. Respond to inquiries regarding the scientific foundations, design, and findings of the project.

·         Conducts related quality measurement activities, including data analysis, report writing, and preparation of graphics.

·         Monitors contractor performance.

·         Ensures compliance and federal regulations, including OMB clearance and 508 accessibility requirements.

Basic Qualifications for AD-0601:  Applicants must possess a successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree with a major study in an academic field related to health sciences or allied sciences appropriate to the work of the position.   

Additional Requirements:

(Career civil service equivalent GS-12) In addition to the basic qualifications requirement, a Ph.D. or other earned doctorate degree is required; or Master's degree plus three (3) years appropriate post-masters health/research experience.

(Career civil service equivalent GS-13) In addition to the basic qualifications requirement, a Ph.D. or other earned doctorate degree is required plus three (3) years of post-doctoral health/research experience; or Master's degree plus five (5) years appropriate post-masters health/research experience. 



Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit:
