We are seeking an experienced Supervisory Network IT Specialist with an established skillset as a network specialist, particularly in the network categories of wide area network design/engineering, network security, technical leadership, and implementation.  The candidate will be expected to provide leadership and expert advice for a program management office looking to operate an existing network platform while adding innovative and cost-effective services. 

This position is a member of the Treasury Network Program Office (TNet PMO), which is part of the Enterprise Engineering and Operations for Voice and Data Networks staff that reports to the Treasury Assistant CIO for Infrastructure Operations.  The applicant must have knowledge of and experience within IT wide area network design, engineering, operations, operations and security.  The applicant must also have experience managing IT network specialists and contract staff, leading teams, and managing projects focused on evaluating, designing and implementing network services and features, Last, the applicant must also have a strong background in network security, strategic planning, disaster recovery, the certification and accreditation (C&A) process.  You’ll work with experienced network specialists, security staff, project managers and program management personnel, all working for the success of the Treasury’s wide area network services.

Treasury Infrastructure Operations is part of Treasury’s Departmental Offices, Office of the Chief Information Officer.  Departmental Offices has responsibility for formulating policy and the overall management of the Department of the Treasury.       As a Supervisory IT Specialist, you will supervise a group of IT Specialists and will direct contract staff which is part of the TNet PMO and will cover all engineering and security aspects required by the TNet Program.  This will include analyzing customer requirements, identifying performance issues, evaluating options and driving the design of solutions and improvements;  troubleshooting operational issues as needed; maintaining network design and standards information; establishing and maintaining the network’s security posture including any related policies and procedures, and lead other additional efforts and projects as required by the TNet Program Director.  You will:

      • Manage activities associated with federal staff, contractors and Integrated Project Teams supporting the analysis, evaluation, integration and operation of network technologies into the Treasury network environment;
      • Lead a team which provides engineering, architectural, performance and security leadership for wide area network services provided by the TNet PMO.
      • Manage federal and contract personnel responsible for  network engineering, network security and other program areas;
      • Identify and use best practices to efficiently and effectively identify and manage risks and issues;
      • Develop and apply staff, program and project performance plans and measures;
      • Manage cost, schedule and performance aspects of network projects;
      • Plan and assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Set and adjust short-term priorities and prepare schedules for completion of work and evaluate work performance of subordinates;
      • Advise, counsel, or instruct employees on both work and administrative matters and resolve complaints from employees and effect minor disciplinary measures;
      • Interview candidates for positions in the unit and recommend appointments, promotions, or reassignments to such positions;
      • Identify developmental training needs of employees and provide or arrange for needed development and training. Find ways to improve productivity or increase the quality of the work directed, and develop performance standards.

      Specialized experience for the GS-15: Specialized experience is fifty-two (52) weeks of experience at the GS-14 level or equivalent in other public or private sectors, that is directly related to this position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

       

      • Knowledge of management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight;
      • Ability to plan, direct, communicate, and evaluate work of subordinate managers, employees, and/or others;
      • Comprehensive knowledge of, and documented experience in TCP/IP, Wide Area Network design, management, operations and troubleshooting; experience integrating voice and/or video services; experience integrating new services into an existing enterprise network; experience operating a wide area network of at least fifty nodes (sites).
      • Knowledge of techniques, methods, and technology associated with delivering IT network solutions for a high availability enterprise environment.

      In addition to the above, applicants must have experience in complex IT program integration, including areas of customer support, Data Center Consolidation, problem resolution and vendor management.

      The experience may have been gained in either the public or private sector.

      One year of experience refers to full-time work; part-time work is considered on a prorated basis.
