This position is part of the Veterans Integrated Service Network 8 (VISN 8) Office, VA Sunshine Healthcare Network in St. Petersburg, Florida. The position will be located at the St. Petersburg, Florida location or it may be virtual.

The VISN 8 Office is located in St. Petersburg, Florida. About 21,700 full-time VISN employees are committed to providing Veterans with a full range of quality and cost effective medical care services including specialized programs like Spinal Cord Injury and Polytrauma rehabilitation.


VISN 8 oversees 7 medical centers (4 of the 7 medical centers are complexity level 1a, the most highly complex of all VHA facilities), 48 clinics and network office which equates to 8.9% of the total number of employees in the combined Veterans Health Administration (VHA).

This position is for a Human Resources Specialist (Employee and Labor Relations) for the Veterans Integrated Service Network (VISN 8), VA Sunshine Healthcare Network.   This position functions as to establish Network-level policy and provides guidance,oversight, training, and consultative expertise for employee and labor relations.   In this position, you would provide advice and recommendations to manager, supervisors, and leadership officials in the network office and Network-wide on the development of solutions to especially complex and difficult problems in the employee relations and labor management relations disciplines. Assignments include problems where fundamental weakness in the program must be resolved.   You must apply extensive knowledge of employee relations and labor management relations statute, regulations, policies, and principles.   You must also apply an unusual degree of insight and technical competence to recognize and accomplish management objectives without sacrificing fundamental principles.

This position also requires you to provide technical guidance,information, and assistance to management and senior leadership officials on sensitive,serious, and controversial employee relations and labor management relations issues regarding employees in a wide variety of occupations, including Title 5 General Schedule (GS) and Wage Grade (WG), professional and non-professional,and Title 38, with substantial differences in working conditions, entitlement,and occupational practices and policies. In addition, this position is primarily responsible for facilitation of the annual performance system and recognition system.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.


Time-in-grade:   Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

Specialized Experience:

Applicants must have One year of specialized experienceequivalent to at least the next lower grade (GS-12) in the normal line ofprogression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive knowledge of employee relations and labor management relations statute,regulations, policies and principles, as well as, experience providing technical guidance and assistance to management and senior leadership officialson sensitive, serious, and controversial employee relations and labor management relations issues.

There is no educational substitution for the GS-13 level.

PHYSICAL REQUIREMENTS:  No special physical exerion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, ect, and occasional visits to activity work sites.  Occasional use of automobile and public conveyances may be required.
