This position is located in the Content Acquisition and Contact Center, Business Products and Services, Washington, DC.
The selectee will work Shift 1 and have a Tour of Duty of 8:00 am to 4:30 pm.
The selectee for this position serves as the Manager, Product Acquisitions, for the Content Acquisitions and Customer Contact Center. The selectee is responsible for identifying and cultivating key strategic business and partner relationships and conceptualizing, planning, evaluating, designing, and implementing product line development production acquisition, and inventory management programs and projects. This position reports directly to the Director, Content Acquisitions and Customer Contact Center.

The selectee of this position serves as an advisor on acquisitions and product management programs and projects that are largely defined, encompass very broad functions and processes, and require extensive analysis and evaluation to develop strategies, objectives, and recommendations that should be followed. The selectee must devise new business and operational approaches in order to initiate complex projects. In this capacity, the selectee will perform the following duties:
Strategic Business/Partner Relationships
Identify, develop and execute strategic business and Federal Agency partner relationships that will increase both revenues and customer-base for Publication and Information Sales. Direct the development of relationships with external agency customers through active participation and oversight in the acquisition of existing and new products for the sales program. Identify new opportunities, quickly bring new and existing products to market, and recognize and leverage competitive advantage opportunities. Develop strong day to day relationships with agency and business counterparts; understand partner business and product strategic business and product strategy objectives and ensure those objectives are integrated into the Public and Information Sales product line management strategy. Work across the organization to support strategic business partner specific initiatives; and analyze overall performance and develop initiatives to grow business in new areas. Support negotiations with other organizations in the Federal Government and private sector, as they relate to the acquisition, inventory management and disposition of products, resulting in streamlined product line management and continuous enhancement of existing distribution processes, revenue generation and reduction in costs.
Process Improvement and Metrics
Create metric reports and data summaries that support improvements within Sales Planning and Development that lead to cost reduction and/or revenue growth. Provide measurements and statistics that support inventory management decisions and process change within the Sales Program. Plan, evaluate, design, and implement product line management programs and projects in support of the Publication and Information Sales mission and initiatives. Identify and capitalize on new business and agency publishing opportunities involving the acquisition and development of tangible and electronic products. Collaborate with private sector, federal executives and other representatives, assess cost and human resource implications, identify and validate product concepts and target markets; coordinate implementation/execution and evaluate effectiveness. Plan overall work operations, and establish objectives for the acquisitions, inventory control, and product line management portion of the overall marketing plan. Identify and capitalize on new business opportunities involving state-of-the art information technology. Establish, develop and maintain solid, long-term customer relationships, and cultivate new business opportunities. Develop product acquisition, product line management, and inventory control programs for tangible and electronic publications and subscriptions to support the overall marketing plan, as well as implement and evaluate them. Review and assist in evaluating the marketability of publications to determine their inclusion in the Sales Program. Supervise and lead Acquisitions and Product Development Staff to achieve revenue and profitability goals. Perform other related duties as assigned.

To qualify for this position, you must meet the following requirement:
You must possess one year of specialized experience equivalent to the PG-13 grade (or equivalent) level or higher. Specialized experience is described as experience: developing new approaches, establish innovative techniques and identify measurement and evaluative criteria to determine program effectives and to resolve complex problems; technical knowledge of acquisition and inventory management processes and procedures, and a practical knowledge of Government-wide information dissemination, principles, and processes.

-Skill in supervising, guiding, directing and evaluating the work of others with-in a deadline driven environment.
