The mission of the National Institutes of Health Business System (NBS), is to facilitate the scientific mission of the NIH and provide an administrative/scientific system that is cost effective, accurate and provides timely information. The scope of the NBS includes six business or "functional" areas: financial management, travel, acquisition, service and supply fund, property and research and development contracting.

 

The National Institues of Health Business System (NBS) is looking for a energetic and dynamic leader. The ideal candidate will serve as a Supervisory Program Specialist for NBS. As a Supervisory Program Specialist they will supervise and direct the activities of the Office, with responsibility for establishing, developing, and maintaining a comprehensive program for project and program performance as they relate to the Institute's strategic business needs. If you have experience in business analysis, stategic planning, business process mapping, performance management, program evaluation and organizational design, AND you want to play a significant role in a dynamic organization, then consider joining NBS!

As a Supervisory Program Specialist with the NIH Business Systems (NBS), some of your major duties and responsibilities will include:

  • Provides analysis of NBS business processes to drive decision making and organizational direction.
  • Collects and prepares earned value management reporting data to meet NIH/DHHS reporting requirements.
  • Conducts outreach with appropriate members of the NIH business communities to ensure that their involvement in project related task is understood to facilitate planning and timely task completion.
  • Develops and implements tools, standards and techniques used by the NBS for managing the executing projects.
  • Interprets the NBS Director's objectives and directives.
  • Provides expert advice and assistance to senior officials within and outside of the Institute.
  • Provides organizational support for planning, analyzing, coordinating, evaluating, and directing the development of priorities, performance metrics, resource allocations, work force management, and/or performance for organizational objectives to support operational requirements.
  • Serves as a key advisor on a wide range of current and future policy and administrative issues and provides advice and guidance to NBS works streams, projects, and business areas as related to NBS development projects.
  • Oversees development and maintenance of standard and repeatable project management processes and NBS-wide program practices.

To qualify for this job you must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal Government. Examples of qualifying experience includes: developing and implementing analytic measurements of administrative functions; providing consulting services to managerial staff; providing training and expertise on current trends in usage of data dashboards; analyzing and evaluating the capabilities, effectiveness, feasibility and cost of proposed and alternative programs; and analyzing the impact of options and recommendations on organizational performance.
