A U.S. Census Bureau Term employee with career status who is selected for this position will receive a permanent appointment.

 

This vacancy is for an Administrative Specialist position in the Atlanta Regional Office, Field Division located in Atlanta, GA. 

 

One year probationary period may be required.

 

Relocation expenses may be paid.

 

This is a non-bargaining unit position.

 

The work schedule for this position is Mixed Tour.  With a Mixed Tour work schedule, an employee may be changed between full-time, part-time and intermittent work schedules to accommodate fluctuating workloads and is subject to a signed agreement. 

 

This position may be filled through means other than the competitive promotion process.

The individual selected for this position will:

  • Establish and maintain the filing systems necessary for recordkeeping in the following areas: personnel, fiscal, general administrative, correspondence, program manuals, etc.
  • Provide specific guidance to subordinate personnel indicating where to file materials.
  • Participate in the implementation of an inventory and supply system. Arrange for services of General Services Administration (GSA) whenever necessary in the region to which assigned. Obtain various office supplies including the preparation of forms for property acquisition and disposal, etc.
  • Participate in the implementation of the Regional Office (RO) Performance Management Program including the preparation, certification of completion, and recording of the performance plans and summary ratings.
  • Review procedural requirements for all award recommendations.
  • Assist the Administrative Officer in setting up Census Awards and Recognition System (CARS) accounts for RO managers or supervisors.
  • Ensure performance ratings and awards meet prescribed guidelines.
  • Initiate and/or prepare personnel actions and process time and attendance records for competitive and excepted service employees.
  • Answer technical personnel/payroll questions through research using federal personnel guidelines, accounting procedures and manuals, etc.
  • Implement procedures and periodically reviews the work of lower-graded employees auditing travel authorizations and certifications and miscellaneous claims for validity, adherence to rules and regulations, and accuracy.
  • Oversee administrative functions including the processing of new hires, keying and auditing payroll, travel and processing personnel actions.
  • Handle claims for Workers' Compensation, including assisting all parties to complete required statements, and when needed, determining the continuation of pay or leave buy back.
  • Maintain Safety and Occupational Safety and Health Administration (OSHA) logs, processes Personal Property claims, works with management and other departments to ensure equipment is retrieved from employees when required.

MINIMUM QUALIFICATION REQUIREMENTS:

 

You must have the education or experience listed below or a combination of both.

 

EXPERIENCE: You must have one year of specialized experience equivalent to the grade 07 level in the Federal service. Specialized experience is work experience applying administrative methods, principles and practices to establish and maintain relationships with management to carry out administrative programs; establishing and maintaining a filing system necessary for record keeping; assisting in the implementation of an inventory and supply system; compiling, auditing and recording performance plans and summary ratings; initiating requests for personnel actions; conducting research to answer technical administrative questions; and assisting in the coordination of a safety program.

 

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree with a major study in Business Administration, Business Management, Government Affairs, Public Administration, Production and Operation Management, Project Management, Operations Research or in a related field that provided you with the knowledge, skills, and abilities to perform the work of an Administrative Specialist.
