JOB SUMMARY:

 

The position is located in the Office of Audit (OA) which is a major operating component of the Office of Inspector General (OIG) at the Railroad Retirement Board (RRB). The Office of Inspector General was created legislatively for the purpose of improving government operations and programs. The Office of Audit assists in carrying out this mission by performing various types of audits.

The incumbent serves as Senior Auditor who functions as the Auditor-in-Charge on small assignments and as an audit team member on larger or more complex assignments at the headquarters level of the RRB. Prepares or assists in the preparation of audit programs. Based on the written audit program, performs work in the following areas: audit entrance and exit conferences; data gathering, analysis, and summarization; working paper preparation; and audit program revisions. Ensures that all audit work meets the requirements of the generally accepted government auditing standards.

The incumbent will:

  • Prepare or assist in the preparation of individual audit surveys and programs.
  • Gather data, perform analysis and perform other activities to assist in long range planning.
  • Analyze data gathered through reasoning, computations, comparisons and data separations.
  • Provide direction to one or more auditors assigned to assist the incumbent in an audit.
  • Ensure that all audit work meets the requirements of the generally accepted government auditing standards.
  • Prepare reports that are written in a way which findings support recommendations, support overall report conclusions and that conclusions correspond to objectives.

BASIC REQUIREMENT

In order to qualify for this position, applicants must fulfill the basic requirements via one of the two options below:

Education: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") NOTE: Applicants must submit supporting transcripts if qualifying based on education.

OR

Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. NOTE: Applicants must submit supporting transcripts if qualifying based on education. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

MINIMUM QUALIFICATIONS

GS-11

In order to qualify for the position at the GS-11 level, applicants must meet ONE of the requirements as described below:

Specialized Experience: One year of specialized experience equivalent to at least the GS-09 level in federal service that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

  • Performing specific audit assignments within a team;
  • Assisting with or performing alone initial audit surveys;
  • Conducting briefings before and after audits with management;
  • Gathering, analyzing, and summarizing data and audit results;
  • Preparing or assisting in the preparation of portions of the draft and final audit reports; and
  • Ensuring that all audit work (planning, performing and reporting) meets the requirements of Generally Accepted Government Auditing Standards.

    OR

    Education: Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. NOTE: Applicants must submit supporting transcripts if qualifying based on education.

    OR

    Combination of Education and Experience: A combination of graduate level education and specialized experience equal to 100% of the specialized experience requirement. (Only graduate education in excess of 36 semester hours may be used in combination with specialized experience.) NOTE: Applicants must submit supporting transcripts if qualifying based on education.

    GS-12

    In order to qualify for the position at the GS-12 level, applicants must meet the following requirement as described below:

    Specialized Experience: One year of specialized experience equivalent to at least the GS-11 level in federal service that provided you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

  • Planning and executing extensive audits including cross-organizational inspection;
  • Performing specific audit assignments within a team;
  • Performing alone or leading initial audit surveys or programs;
  • Conducting briefings before and after audits with management;
  • Gathering, analyzing, and summarizing data and audit results;
  • Preparing and assisting in the preparation of draft and final audit reports; and
  • Ensuring that all audit work (planning, performing and reporting) meets the requirements of Generally Accepted Government Auditing Standards.
