IOWA AIR NATIONAL GUARD

 

LOCATION:  132nd Fighter Wing, Des Moines, IA.

This position is being advertised at the trainee grade of GS-07 developmental grade of GS-09 and target grade of GS-11.  Promotion to the next higher grade will require qualifications at these levels to be met prior to promotion.  Advancement to the next higher level is not automatic with the completion of a time-in-grade requirement, but rather contingent upon assignment and performance of higher level duties on a regular basis.  The supervisor must assure that the trainee/developmental level has been mastered through actual performance (not just passage of time) and the higher level duties are available and essential.

 

NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires military membership in a compatible military assignment in the Iowa Air National Guard. Selectee will be required to wear the military uniform. Acceptance of this excepted position constitutes concurrence with these requirements as a condition of employment.

Manages the assigned IT/communications environment with privileged access at the network level. Plans, coordinates, installs, and continuously analyzes system design, hardware and software. Serves as a focal point for ensuring functionality and operability of the assigned IT/communications system environment. Optimizes the functionality and performance of hardware and software systems and ensures availability, integrity, efficiency and reliability of system resources. Provides customer technical assistance and support for all users. Provides ongoing technical support to customers to ensure proper functional use of equipment and programs and to preclude undue interruptions to IT and communications services. Determines customer requirements and assists customers by recognizing and analyzing trends and providing instruction and orientation services. Conducts feasibility studies to identify and analyze system failures and analyzes data to determine if trends exist which forecast the need for future replacement or modifications of system hardware and software. Coordinates frequency needs with command level spectrum management office to maintain current allocations and obtain new authorizations. Installs, maintains and repairs hardware devices supporting a broad range of information and communications systems. Performs other duties as assigned. PD D1854

GENERAL EXPERIENCE: Experience that provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.   Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE:  GS-11  Must indicate 36 months of the following type of experience:

  1. Experience with IT and communication systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment.
  2. Experience applying methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers.
  3.  Experience with network operations and maintenance methods; network architecture optimization techniques; the capabilities and limitations of the computer equipment and system configuration in order to manage the tenant network, carry out network and/or telecommunications projects and coordinate efforts with others affected in the organization.
  4. Experience demonstrating knowledge of the mission, objectives, terminology, and management practices Wing and tenant organizations to recognize probable areas of interaction and overlap between proposed and existing systems, system modifications and upgrades.
  5. Experience using DoD, Air Force, NGB and ANG communications regulations, services, and instructions to ensure telecommunications services are in compliance with applicable regulations and instructions.
  6. Experience staying well informed on rapidly changing technology to evaluate its possible impact on organization mission and to develop plans to satisfy requirements.

GS-09 Must indicate 24 months of the experience listed above.

GS-07 Must indicate 12 months of the experience listed above.


Substitution of Education for Specialized Experience:  GS-07, one full year of graduate level education or superior academic achievement.  GS-09 level, a masters or equivalent graduate degree or 2 full years of progressivley higher level graduate education leading to such a degree may be substituted.  GS-11, a PH.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Major study – computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. If education is being substituted for specialized experience, a college transcript must accompany the application or resume.

SECURITY CLEARANCE REQUIREMENT:  Employment is subject to attaining and maintaining a security clearance as required by the position.

Failure to complete NGB prescribed courses at the PEC for new FTS personnel within the first year of employment may be cause for reassignment or termination of FTS.

Note:  Permanent Change of Station (PCS) allowance will not be authorized for this position.  Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Government.
