The Department of Energy, Office of Science, Office of Biological & Environmental Research, Climate and Environmental Sciences Division is seeking a motivated and highly qualified individual to serve as a technical authority in preparing, coordinating and directing the implementation of scientific programs and projects.  See Duty Section for additional information. DUTIES:

If selected for this position and at the full performance level:

1. Serve as a technical authority in preparing, coordinating and directing the implementation of scientific programs and projects.

2. In consultation with the supervisor, provide technical guidance on assigned research projects and programs and implement and evaluate segments of research programs in the areas assigned.

3. Provide technical guidance in the implementation of programs, policies, and procedures, which govern the administration of research funds.

4. In consultation with the supervisor, provide technical guidance in implementing the project review and merit evaluation processes to meet program objectives and program needs.

5. Participate in developing or updating review protocols, contact potential panel members and reviewers, prepare and distribute orientation material, provide technical assistance during and after merit review.

6. Serve as a liaison with professional personnel in the laboratory and at related activities and facilities to exchange technical information, coordinate  cooperative study programs and present results from studies conducted.

7. Serve as an information source to applicants, grantees, user groups, and other Federal agencies about program goals, policies, and practices.

8. Provide technical guidance for the development of solicitations of applications, program regulations, grant application kits, and special instructions, pertaining to assigned research program areas.

GS 09: You must possess one year of specialized experience equivalent to the GS-07 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled which includes:  

1) Knowledge of established scientific methods and techniques of physical sciences.

2) Knowledge of policies and regulations affecting physical sciences.

3) Ability to effectively communicate in writing.

4) Ability to effectively communicate orally.

GS 11: You must possess one year of specialized experience equivalent to the GS-09 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled which includes:

1) Knowledge of a wide range of concepts, principles, practices, and methodology of the physical sciences. Knowledge will be used to participate in developing program solicitations, to respond to programmatic inquiries; and to provide program guidance to the division.

2) Knowledge of the purpose, operations, methods, and procedures of scientific funding programs to ensure efficient and effective coordination of operations and to provide recommendations for a more effective means of reaching program goals.

3) Ability to analyze and evaluate methods of operations, incorporate program activities into the evaluative process, and effectively respond to programmatic requirements to include the formulation of reports, communications, etc.

4) Ability to effectively communicate in writing to prepare segments of analytical documents and research findings.

5) Ability to effectively communicate orally to serve as a spokesperson for DOE.

GS 12: You must possess one year of specialized experience equivalent to the GS-11 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled which includes:

1) Knowledge of a wide range of concepts, principles, practices, and methodology of the physical sciences. Knowledge will be used to participate in developing program solicitations, to respond to programmatic inquiries; and to provide program guidance to the division.

Degree Required: Bachelor's degree in physical sciences, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science, such as atmospheric science, oceanography, ecology, climate, environmental science, physical science instrumentation, and computational science and informatics. OR Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: A preliminary background check must be initiated before you can begin work with the U.S. Department of Energy. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Security Office. Failure to receive a favorable background investigation will result in termination from employment. This position requires a security clearance and is subject to drug testing. If selected, you must test negative prior to being appointed to this position and will be subject to random testing thereafter. Failure to pass subsequent tests could result in disciplinary action, up to and including removal from the Federal service.

HOW YOU WILL BE EVALUATED:

Your application will be evaluated and rated under Category Rating and Selection procedures. Category rating combines the applicant's total qualifying experience and education/training into a single quality category. If you meet the basic qualification requirements, we will further evaluate your entire application package to determine the quality and extent of your experience, education, training, etc., for placement in one of the following categories:

1) Highly Qualified - Exceeds the minimum qualification requirements and all requirements of the position;

2) Well Qualified - Meets the minimum qualification requirements and nearly all requirements of the position;

3) Qualified - Meets the minimum qualification requirements.

The Category Rating Process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within appropriate category. A selecting official may make selections from the highest quality category (Highly Qualified) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless approval has been granted.
