A. A degree that included 24 semester hours in mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. OR
B. A combination of education and experience--at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.
In addition to the Basic Requirements:
For the GS-12, applicants must have either (a) one year of specialized experience equivalent in difficulty and responsibility to the GS-11 in the Federal Service or (b) a Ph.D. or equivalent doctoral degree in statistics, biostatistics, computer science, mathematics, or a closely related field. Specialized experience must be in or related to the field of statistics and mathematics and must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled. This experience must have (1) led to the development of a basic principle, product, concept, or method; (2) provided a body of information that opened the way for advancements in statistical methodologies; and/or (3) led to submissions of one or more articles to peer-reviewed journals.
At the GS-13 level, there is no substitution of education for experience. For the GS-13 level, applicant must have one year specialized experience (through work in government, academia, the private sector, or nonprofit organizations) equivalent to the GS-12 level in the Federal service. This one year of specialized experience must be in or related to the field of statistics and mathematics and must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position to be filled. This experience must include creative research in the design and analysis of complex sample surveys, optimization, Bayesian approaches, time series and spatial analysis, and computationally intensive statistical methods. In addition, this research must have (1) led to the development of a basic principle, product, concept, or method; (2) provided a body of information that opened the way for advancements in statistical methodologies; and/or (3) led to submissions of one or more articles to peer-reviewed journals.
College Transcript and Evaluation of Foreign Education - Transcripts (in English) must be submitted if (a) a degree is required for the position, and/or (b) education is used as the basis for qualifying for this position. If you meet the minimum qualifications, you will be evaluated against the evaluation factors below and will be placed into a category based on your vacancy question responses.
Category A - Meets the basic qualification requirements for the vacancy and has successful experience in the same or similar job that has demonstrated superior proficiency in applying critical competencies required by this position to work of increased levels of difficulty and complexity.
Category B - Meets the basic qualification requirements for the vacancy and demonstrates satisfactory proficiency in the critical competencies required by this position.
Category C - Meets the specialized experience described in the minimum qualifications requirements section of this announcement and demonstrates proficiency in the basic competencies.

4. Sampling and Estimation - Applies mathematical statistics and probability theory, statistical and sample design packages, and statistical principles, procedures, and theories of sampling and estimation to survey programs.
5. Maintenance and Improvement of Statistical Output - Maintains or improves the quality of statistical output using accepted statistical processes and methods and relevant written technical materials and publications. Provides training, assistance, and/or information on these topics. Performs quality control and validation of production procedures; evaluates statistical accuracy of results. Analyzes, evaluates and provides recommendations on statistical survey programs and processes to improve efficiency and quality of statistical processes, methods, and outputs.
6. Customer Service - Works with peers, clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, data users, data providers, including the general public, individuals who work in the unit, bureau, agency, other agencies, or organizations outside the Government) to secure information, assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services.
7. Decision Making/Problem Solving – Uses knowledge and ability to implement strategic and critical approaches to decision making and/or problem solving. Identifies issues or problems; objectively considers issues; determines accuracy and relevance of information; and uses sound judgment to generate, identify, and evaluate alternatives. Chooses and implements solution approaches to deliver services and provide value. Identifies problems; and makes recommendations. Encompasses the ability to link data, knowledge, and insight together from various sources to provide information for decision-making and/or problem solving. 8. 9. Planning and Evaluating - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Organizes work, determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
