On behalf of the Department of Defense and other U.S. Government Departments and Agencies, the Defense Security Service supports national security and the warfighter through our security oversight and education missions.  DSS oversees the protection of U.S. and foreign classified information and technologies in the hands of industry under the National Industrial Security Program (NISP) and serves as the functional manager for the DoD security professional development program.  We provide security education, training, and professional development services as the functional manager for the DoD security professional development program, and for other U.S. Government personnel and contractor employees, and representatives of foreign governments, as required.

This Position is in the Excepted Service under Title 10, Defense Civilian Intelligence Personnel System (DCIPS). This is a Full Time permanent position.


Excepted Service includes all positions in the executive branch of the Federal Government which are specifically excepted from the competitive service by or pursuant to statute, by the President, or by the Office of Personnel Management, and which are not in the Senior Executive Service.


Merit: Open to current and former Federal civilian employees. SF50's showing series and grade must be provided.

This position is located in the Operations Division, Counterintelligence Directorate, Defense Security Service (DSS) within the Department of Defense (DoD). The incumbent serves as a counterintelligence specialist engaged in multidisciplinary fields of counterintelligence and related subject matter areas as they pertain to personnel and industrial security.  
As an Intelligence Operations Specialist, you will: 

• Support DSS Field Operations in planning, organizing, and conducting Field Counterintelligence Operations.

• Prepare Intelligence Information Reports, significant cases, and briefings to senior DoD Intelligence Officials.

• Research, screen, collect, evaluate, and disseminate source data, CI materials, and information.

• Develop, plan, and contribute to a comprehensive training program on CI and related issues to DSS employees.

• Utilize knowledge of the National Industrial Security Program and Personnel security requirements in support of counterintelligence and counterterrorism requirements and processes.

This is a General Grade position in the Defense Civilian Intelligence Personnel System (DCIPS). Duties of this position are at the GS/GG-13 levels. 

To qualify for this position at the GG-13 level you must have specialized experience equivalent to the GS/GG-12 grade level.


Specialized Experience is defined as knowledge and experience in the field of counterintelligence (CI) analysis, investigations, operations, and in depth research, compilation, and analysis of a wide range of extremely complex and sensitive information to determine Foreign Intelligence Service threats to US interests. Additionally, knowledge and experience with the National Industrial Security Program and Personnel Security investigation process sufficient to correlate counterintelligence issues while conducting security clearances.  

 Substitution of Education may not be used in lieu of specialized experience at this grade level.

SECURITY REQUIREMENTS: Critical Sensitive (Top Secret) with Sensitive Compartmented Information (SCI) access must be obtained and maintained.

This position requires a Top Secret security clearance - This position is designated critical sensitive, as defined in DoD 5200.2-R, Personnel Security Program, and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointed basis.  This requirement may take 120 days or longer to process.

Other Notes:

A two-year trial period appointment will be required; if a trial period has not been previously completed.


Incumbent must obtain and maintain a valid driver's license.


Incumbent is subject to a counterintelligence-scope polygraph examination upon request by competent authority.


Incumbent is subject to random drug testing.


Incumbent must maintain a TS clearance with SCI eligibility.



Specifically you will be evaluated on the following competencies:

1. Knowledge of intelligence and counterintelligence communities; capabilities and jurisdictions.

2. Knowledge of the intelligence field in the development of new methods, approaches, and procedures.

3.  Knowledge of personnel security investigations and industrial security inspections sufficient to identify and correlate CI issues with factors that may affect an individual's ability to gain a security clearance.

4. Ability to communicate complex ideas and analysis orally and in writing.

5. Ability to gain acceptance of/or agreement with controversial recommendations arising from research activities related to CI issues.
