One vacancy exists for a Graduate Healthcare Administration Training Program (GHATP) Recent Graduate, recruited at the GS-09 level, at the North Florida/South Georgia Veterans Health System, Gainesville, Florida.  The Graduate Healthcare Administration Training Program is one of the largest and most successful training programs in the Veterans Health Administration (VHA), and provides in-hospital experiences for Recent Graduates receiving, or having just received their master's degree in Health Care Administration (MHA), Health Services Administration (MHSA), Public Health (MPH), Public Administration (MPA), or Business Administration (MBA).  MBA and MPA candidates must have had two courses in health care administration to qualify.  The 12 month GHATP program supplements the didactic component of health services administration graduate programs by providing opportunities for applying knowledge gained through coursework. 

The position will be filled under guidelines established by GHATP.  The Recent Graduate Program is for a period not to exceed 1 year and may confer no rights to further Federal employment in either the competitive or excepted service upon the expiration of the internship period.  Recent Graduates may be offered permanent employment at the end of their successful training, providing that they meet the eligibility requirements for non-competitive conversion.

As a Recent Graduate in the Graduate Healthcare Administration Training Program (GHATP) at the North Florida/South Georgia Veterans Health System, the incumbent will be performing at an entry level and will initially serve in a training capacity.  He/She will participate in a formal training program and complete job assignments to develop competencies appropriate to VA's mission and needs.  The incumbent will be applying the knowledge gained in this position to on-hand projects as well as specific assignments throughout the tenure.  The incumbent will be expected to provide a full range of management services and work closely with hospital management/service chiefs and other key personnel in the formulation and completion of projects.  The individual must possess a high degree of time management skills and be well organized to balance demands among several programs and establish priorities.  Assignments are of considerable complexity, depth and variety, which require the application of independent judgment and exercise of initiative.  Through integrated knowledge of clinical medicine and health care system administration, this individual will have daily responsibility for solving specific problems which directly affect the hospital's operation and our ability to deliver optimum patient care.  This position requires an understanding of the critical balance between the administrative and clinical functions in health care delivery and the ability to coordinate and control programs and resources to achieve this balance.


TOUR OF DUTY:  Monday thru Friday, 8:00 a.m. to 4:30 p.m.


The program will begin no sooner than June 2013.  The training period is designed to last up to 12 months.

Candidates must have graduated within 2 years of degree (or 6 years for preference eligible veterans precluded from applying due to military Service), or will have graduated by June 30, 2013, with a Master's degree in one of the following: 

  • Public Health (MPH)
  • Health Care Administration (MHA)
  • Health Services Administration (MSHA)
  • Other Health Care Management/Administration degree
  • Business Administration (MBA)/Public Administration (MPA) with minimum of 2 health care administration courses.

Recent Graduates MUST be graduates from a University accredited by a GHATP approved agency.

Master's program must be accredited by one of the following: Commission on Accreditation of Healthcare Management Education (CAHME), the Council on Education for Public Health (CEPH), the Association of University Programs in Health Administration (AUPHA), the Association to Advance Collegiate Schools of Business (AACSB), or the Association of Collegiate Business Schools and Programs (ACBSP).

VA Recent Graduates receive a salary, benefits, training, and travel. Experienced VA professionals, known as preceptors, provide intensive training.

Graduates may be offered permanent employment at the end of their successful training, providing that they meet the eligibility requirements for non-competitive conversion. 

Upon successfully completing the training program, VA Recent Graduates are eligible for placement into a position within the VA health care system. Preceptors work with Recent Graduates to find a position that best fits their skills, needs, and circumstances.

Candidates selected for this position will begin the Graduate Healthcare Administration Training Program (GHATP) no earlier than June 2013.

A background security investigation will be required.  Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements will be ground for termination. 

PHYSICAL EFFORT:  Work is mainly sedentary.  Traveling off station to various meetings is necessary. There may be some walking, standing, bending, carrying of light items, such as paper and books.

WORKING ENVIRONMENT:  The work is usually performed in an office environment, meeting rooms or similar setting.  Travel involves the normal risks and discomforts of automobile, bus, rail or air transportation.
