    This position is located in the Office of Housing, Office of Multifamily Housing Programs.

     

    As a Multifamily HUB Director, you will:

    • Direct the Supervisory staff who manage the professional, technical and clerical staff required for the asset development and management of assigned housing programs.
    • Assure that plans and strategies are developed to effectively pursue goals, and negotiates with the Deputy Assistant Secretary for Multifamily Housing Programs for adjustments in established goals based on resource availability, competing objectives and local circumstances.
    • Monitor and evaluate progress and effectiveness in meeting goals and take corrective action to facilitate accomplishment of goals.
    • Identify problems and trends and then develops appropriate corrective strategies.
    • Be responsible for assuring that asset development and preservation, asset management and asset disposition functions operate in accordance with the current policies and procedures established by the Department.
    • Interpret regulations, policies and procedures for HUD clients, program intermediaries, and the press to further the aims of the National Housing Act and other related HUD statutes relevant to the Department's programs and goals.
    • Assure that workload is prioritized and scheduled, and makes adjustments to operations when necessitated by changing demands and or reduction in resources.

    Minimum Qualification Requirement:

    Specialized Experience:

    You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. This experience is defined as: demonstrated knowledge and experience with Multifamily Housing Asset Management AND Multifamily Housing Asset Development. 

    Multi-Family Asset Management experience is either (1) FHA multi-family mortgage servicing experience assuring the long term stability of a multi-family project, including that payments are made timely and that the owners meet all assigned responsibilities, including maintaining the physical and financial conditions of the project; OR (2) FHA multi-family property management responsibility for overseeing the day to day management of multiple existing FHA multi-family housing projects.

    Multi-Family Asset Development experience is either (1) FHA multi-family loan origination working for a FHA multi-family mortgagee who brings loan applications to the lender from owners and developers to facilitate the financing of a proposed or the re-financing of an existing project; OR (2) FHA multi-family underwriting experience determining the financial feasibility of a proposed loan on a multi-family project by considering market, appraisal value, and marketability issues, financial stability and experience of the owner or the developer and the design/physical condition of the property.

    Note: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    • Direct experience with FHA multifamily mortgage insurance underwriting and servicing of FHA-insured or HUD-held mortgages.

    • Ability to establish objectives and performance goals, monitor progress, and set new priorities based on changing requirements.
    • Ability to communicate with diverse public and private groups to address programmatic and technical matters.

Category Rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of the following three categories, depending on your experience and education related to this position:

    1. Best Qualified:  Applicants possessing a background that demonstrates a superior level of all evaluation criteria.
    2. Better Qualified:  Applicants possessing a background that demonstrates a satisfactory level of the evaluation criteria.
    3. Qualified (Good):  Applicants possessing the basic qualifications with general knowledge, skills and abilities.

Qualified preference-eligibles with a compensable service-connected disability of 10% or more will be listed at the top of the highest category.

  • This is a non-bargining unit designated position.
  • This position is Exempt from Fair Labor Standards Act (FLSA).
  • If you are retired from the Federal Government and are selected for this vacancy, your retirement annuity may be offset from your pay.
  • Treasury's Bureau of the Public Debt (BPD) performs certain Human Resources services for HUD's Office of Housing. BPD's responsibilities include advertising HUD vacancies, accepting and handling applications, and extending job offers.

    CONDITIONS OF EMPLOYMENT: If selected for this position, you will be required to:

  • Complete a one-year probationary period (unless already completed).
  • Complete a one-year supervisory or managerial probationary period (unless already completed).
