This position is located at the U.S. Patent and Trademark Office (USPTO) in the Office of the Chief Financial Officer (OCFO), Office of Financial Management Systems (OFMS). The primary mission of the USPTO is to build for the future and promote U.S. competitiveness in the global marketplace by protecting and strengthening intellectual property rights world-wide. The OCFO supports this mission in the areas of procurement, corporate planning, and finance. The OFMS mission is to support these areas of financial management by being a value-added partner to our customers and by recommending, implementing, maintaining, and enhancing enabling technologies to optimize the efficiency and effectiveness of financial management processes and make relevant information available for analysis and decision making.

The incumbent serves as a senior financial systems analyst and recognized technical expert in planning, developing, testing, and administering a fully integrated financial management system. The individual selected for this position will:

Provide authoritative advice and assistance to OCFO senior management on complex financial management systems.

Lead teams on projects related to the design, development, modification, testing, installation, implementation, and support of new and existing automated financial systems that are responsive to dynamic changes in US Patent and Trademark Office (USPTO)mission and business practices.

Work with OFMS managers, subject matter experts, contractors, and other IT specialists, and IT Specialists in OCIO to plan, develop, implement and maintain OFMS' financial management systems.

Serve as a consultant for the Financial Systems Operations Division and Core Financial Systems Operations Division of OFMS during the planning, requirements analysis, design, development, test, and implementation phases of the automated financial systems.

Keep abreast of new developments and regulatory guidance from higher authorities and provides interpretative guidance to managers, supervisors, and lower-graded analysts. Provide analysis of new developments and laws, Department of Commerce directives, OMB regulations, and Comptroller General Decisions to determine the impact on USPTO. Formulate USPTO position on legislative, regulatory and administrative initiatives in financial management.

Develop proposed financial policy and procedures related to the interface of the USPTO financial systems and other internal and external systems to ensure the accuracy and integrity of the information contained in the USPTO financial systems. Responsible for the accuracy and completeness of the information extracted from the financial systems.

Ensure the availability and functionality of the financial systems under the management of OFMS. Identify opportunities to improve the quality and performance of financial management systems, and leverages common standards and shared service solutions at the USPTO.

Refine functional financial systems requirements and direct the preparation of, or independently prepare, technical specifications, statements of work, task orders, and other acquisition related documentation necessary to effectively obtain products and services related to the financial system.

Install, test, and maintain automated financial management information systems and procedures designed to meet the financial needs of the USPTO relative to fund control, management reporting, and expended program costs. Perform technical reviews, quality assurance, and testing of application software.

Ensure that the financial systems adhere to Information Technology Security policies accepted by the USPTO by making reviews, modifications and updates to financial system documentation, including aspects related to IT Security and System Development Life Cycle Management documentation.

Represent OFMS to higher level officials on teams, committees, etc. with a variety of contractors, other government officials, and external customers. May serve as USPTO representative on inter-agency and intra-Commerce discussion and working groups covering a broad range of financial management topics.

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-12 grade level in the Federal service. Specialized experience for this position includes supporting, maintaining, planning, developing and implementing financial management systems such as Momentum and Fed Traveler, and experience with SDLC tools including Rational and Remedy and Business Objects reporting tools.

HOW YOU WILL BE EVALUATED:

Your eligibility for consideration and qualifications for the position will be determined based upon a review of your detailed resume and your responses to job specific self-assessment questions. Your resume will be evaluated based on evidence of your ability to demonstrate the knowledge, skills, and abilities (KSAs) for this position, possession of any specialized experience, and how well your background and experience relates to the self-assessment questions in the job announcement. The self-assessment questions relate to the following knowledge, skills, abilities, and competencies:

KSA 1 - Ability to lead team responsible for designing, developing, modifying and testing automated financial systems.

KSA 2 - Ability to review, analyze, and evaluate multifaceted automated financial management systems.

KSA 4 - Ability to communicate effectively both orally and in writing, sufficient to establish a collaborative environment, to communicate technical requirements to non-technical personnel, and to prepare and present briefings to senior management officials on complex/controversial issues.

Veterans' preference is applied by listing preference eligibles ahead of non-preference eligibles within the same quality category in which they are placed. Qualified preference eligibles with a compensable service-connected disability of at least 10 percent will be placed at the top of the highest quality category ('Best Qualified'), except when the position being filled is scientific or professional at the GS-9 grade level or higher. A selecting official may make selections from the highest quality category (Best Qualified) provided no preference eligible in that category is passed over to select a non-preference eligible in that category.
