In this position, you will act as a Contracting Officer Representative serving as an expert in acquisition, inspecting, reviewing and verifying work efforts, and deliverable products and services, reports, plans, and invoices under assigned contracts in a secure contracting environment.

As a Contracting Officer Representative, you will be responsible for the following duties: 

•Provide timely, consistent and comprehensive oversight of assigned contracts, delivery orders and task orders. Monitors contractor’s compliance with contract terms, conditions, and specifications.

 

•Develop, manage, and maintain a COR file system to record performance in all acquisition phases such as; requirements development; pre-award activities; post-award contract administration; and termination/closure of contracts.

  

•Provides necessary data and other inputs to awards fee boards.

 

•Provide oversight of contracts and serves as a liaison between contractors and the government contractor officer.

 

•Assists preparing and or presenting briefings to leadership.

Qualifications Required:

 

To qualify at the NH-04 level you must possess 1 year SPECIALIZED EXPERIENCE equivalent to the next lower broad band (NH-03) or equivalent.

 

For NH-04 specialized experience required includes: Experience analyzing the performance of contractors, analyzing contract data, briefing senior executive management on project performance matters and expert experience with acquisition and contracts.

  

 


 Substitution of Education may not be used in lieu of specialized experience for this level.

THIS IS A CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the Federal service in this critical acquisition position.

 

DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA) CRITICAL ACQUISITIONPOSITION REQUIREMENTS. Selectee must meet the following requirements for Acquisition Corps Membership or have an approved waiver prior to placement in the position. The Acquisition Corps Membership requirements are a degree in any field AND 24 semester hours of study from an accredited institution in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management (may substitute 24 semester hours in career field and 12 semester hours in DAWIA disciplines),OR 10 years acquisition experience prior to 10/1/91; AND four years acquisition experience and requisite training.

This position requires Acquisition Workforce Level III certification in any Acquisition Position Career Category. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

•Recognize and analyze problems, conduct research, summarize results, present data and make appropriate recommendations to senior-level management.
