The incumbent will serve as an Administrative Specialist within the Office of Facilities and Property Management Director’s Office.  The incumbent is expected to perform the full range of administrative responsibilities.  Responsibilities include administering financial management activities within the OFPM Director’s office and the OFPM; developing, analyzing and advising on administrative policy and procedures; managing/coordinating OFPM metrics and balanced scorecard objectives and other general administrative activities consistent with programmatic objectives and NIST policies; and providing guidance, advice, and information on these matters to management and other organizations.  General administrative activities include, but are not limited to, procurements, assistance awards, bankcard purchasing, NIST Associate (guest) processing, travel and property management.  At the ZA-III level, the incumbent will be expected to perform duties independently with minimal guidance and have the ability to effectively analyze and resolve problems.

Pay Band II: To qualify for this position, you must have 1) one year of specialized experience equivalent to the GS-5 level (ZA-I at NIST) in the Federal Service.  Specialized experience is described as knowledge and experience in financial management and procurement.  OR 2) one full year of graduate level education related to the position, OR 3) completion of a 4-year course of study leading to a bachelor's degree with superior academic achievement (GPA of 2.9 or above); OR 4) a combination of both education and experience which is equivalent to one year of specialized experience as defined above.

 

Pay Band III: 52 weeks of specialized experience equivalent to at least the GS-9 level (ZA-II at NIST) in the Federal service.  Specialized experience is described as knowledge and experience in financial management and procurement and the skill in developing and reporting organizational metrics.  OR 2) 3 full years of progressively higher level graduate education that demonstrate the knowledge, skills, and abilities necessary to do the work OR 3) have a Ph.D or equivalent doctoral degree.

HOW YOU WILL BE EVALUATED:

We will review your resume and cover letter to determine if you meet the minimum qualification requirements for the position. Your responses to the job questionnaire will serve as the basis for your initial rating in one of three pre-defined categories "gold," "silver," and "bronze." The candidates in the highest category will be certified for referral to the selecting official. The best-qualified candidates will be identified for referral to the hiring manager and may be invited to an interview. ICTAP and CTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.   • Ability to utilize automated information systems to research, generate, or process data and other management reports
  • Knowledge of acquisition/assistance award policies and procedures
  • Knowledge of varied administrative functions, i.e. travel, property, safety, security, bankcard, space management, etc.
