The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native Americans, Alaska Natives, Native Hawaiians, and affiliated Islanders.


The Office of Natural Resources Revenue (ONRR) is part of the Department of Interior's Office of Policy, Management and Budget and is responsible for collecting and disbursing revenues from energy production that occurs onshore on Federal and American Indian lands, and offshore in the Outer Continental Shelf.  During Fiscal Year 2011, ONRR disbursed more than $11.2 billion to states, American Indian Tribes and individual Indian mineral owners, and to various Federal accounts.


The Office of Natural Resources Revenue is in search of a candidate to become an Auditor.  The incumbent is responsible for the review, analysis, and audit of lessee, refiner, operator, and payor records covering mineral production and sales from Federal and Indian leases. If this sounds like a match for your skills, please apply! 



This position is located in the Department of the Interior, Office of the Secretary, Office of Natural Resources Revenue.  Position will be filled in various offices throughout the ONRR organization.  Multiple positions will be located in  Houston, TX.

 The major duties of this position include, but are not limited to the following:


  • Performs reviews and audits of lessee, operator, and payor records covering mineral production and sales from Federal and/or Indian mineral Leases (oil & gas, solid minerals, and/or geothermal), in order to ensure compliance with applicable lease terms, laws and regulations.
  • Gathers information and performs preliminary analysis of industry records related to transportation and processing deductions.
  • Accesses and analyzes data to determine if royalties are in compliance with current regulations.
  • Duties are carried out in accordance with generally accepted Government Auditing Standards (GAGAS), public trust, and fiduciary principles.

All applicants for this position must possess the following basic requirements:


A.  Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.




B.  Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.     Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;


2.     A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

       (NOTE:  You must provide a copy of your certification with your application).




3.     Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.




In addition to meeting paragraph A or B above, you must meet the following:


Applicants at the GS-7 level must meet one of the following qualification requirements: 

Have one year of specialized experience equivalent to the GS-5 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves gathering and assembling documentation for use in audits; and/or examining financial documents, reports and data for completeness and accuracy.; OR

Have one year of graduate-level education or superior academic achievement. 1 year of graduate level education equates to 32 quarter hours or 18 semester hours of education (Note: Applicants who select this response must provide transcripts as verification of their education); OR

Have a combination of specialized experience and graduate-level education as defined above which equals 100%. For example, have six months of specialized experience and year of graduate level education (i.e. 16 quarter hours or 9 semester hours of education. (Note: Applicants who select this response must provide transcripts as verification of their education); OR

Have a Bachelor's degree with Superior Academic Achievement


Superior Academic Achievement (SAA): If you are claiming SAA, you must submit documentation by the closing date of the announcement showing that you have successfully completed all requirements for a bachelor's degree AND meet one of the following requirements:

1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.

2. A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

3. Rank in the upper one-third of your class in the college, university, or major subdivision.

4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society.

Applicants at the GS-9 level must meet one of the following qualification requirements:


Have one year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves applying laws, regulations, policies and auditing procedures to resolve basic problems relating to audit and compliance review work.; OR

Have two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Two years of graduate level education equates to 64 quarter hours or 36 semester hours of education (Note: Applicants who select this response must provide transcripts as verification of their education); OR

Have a combination of specialized experience and graduate level education as defined above which equals 100%. For example, 12 months of specialized experience and one year of graduate level education (i.e. 32 quarter hours or 18 semester hours of education. Technical Competency – Auditing:  Knowledge of generally accepted Auditing standards and procedures for conducting financial and compliance, economy and efficiency, and program results audits.


Technical Competency – Legal, Government and Jurisprudence:  Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, government regulations, executive orders, agency rules, government organization and functions, and the democratic political process.
