The incumbent will complete internal rotations through GLA programs and departments as designed by the fellowship board and Executive Leadership Offices.  Executive Leadership rotations will consist of an initial meeting and orientation to the executive position and overview of the services that report to the position.  After the initial meeting, the incumbent will spend at minimum one week with the Director and potentially other executive leaders to observe and learn leadership techniques and styles.  Other internal rotations will consist of an orientation to the program and/or department and include training in positional competencies and/or specific project work.  Internal rotations may include but are not limited to Quality Management, Admissions Center, Health Administration Service, Financial Management, Human Resources, Logistics, Mental Health, Surgery, and Medicine. 

 

The incumbent will learn the appropriate rules and regulations used in conducting Department of Veterans Affairs business and those specific to each individual department.  By the last quarter of the first year, it is expected that the incumbent will have gained the basic knowledge and skills to be able to serve in an Acting Administrative Officer role for a department.  The incumbent will also visit and tour each of the ambulatory care centers and community based outpatient clinics to gain an understanding of the challenges of running a large integrated medical system and familiarity with GLA patient demographics. 

 

The incumbent will regularly attend major GLA committees and visit other committees as appropriate and become familiar with the policies and resources used to establish hospital committees.  The incumbent may serve as administrative support for at least one major committee.  Such a committee may be the Resources Board, Business Council, and/or Executive Board. 

 

The incumbent will complete external rotations at the VISN 22 Network Office and other VISN 22 facilities to gain familiarity with the Network organization and the basic operations of other VA Medical Centers.  The incumbent will also attend a rotation through VA Central Office to gain familiarity with the larger VA structure.  Additional rotations may include Regional Counsel, the Veterans Benefit Administration Regional Office, the National Cemetery Administration, the Office of Inspector General Regional Office, and private sector organizations as opportunity, interest, and budget allow.  Other rotational type activities may include visiting congressional offices with leadership staff, participating in disaster exercises and critiques and becoming familiar with the VHA/DoD role in emergency preparedness responsibilities, and attending local meetings of hospital councils, healthcare planning agencies, and other healthcare groups.

2.   English language proficiency as required by 38 USC 7402(d) and 7407(d).

3.  Male students born after December 31, 1959 are required to have registered with the Selective Service.

4.   Applicant must either:

      (a)have been awarded,  a Master's Degree in Healthcare Administration (MHA), Masters of Business Administration MBA), Health Services Administration (MHSA), Public Administration (MPA), Public Health (MPH), Public Administration (MPA), or other Health Care Management/Administration Degree accredited by an accrediting body recognized by the Secretatry of the U.S. Department of Education. This qualifying educational program must have been completed within the preceding 2 years. There are 2 exceptions:

PHYSICAL EFFORT The work is mostly sedentary, but there is a moderate amount of walking involved, with infrequent bending, lifting, and stooping.  Vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue.  Data input into the computer requires prolonged use of keyboard.

 

WORKING CONDITIONS The incumbent will typically perform work in an adequately lighted and climate controlled office. The incumbent’s role will require occasional travel to and from sites within GLA, the VISN 22 office, and other VISN 22 health systems.

EXPERIENCE: You must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume .
