We are the Department's contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements.

Major Duties:

·         Receives and implements Agency instructions on new or revised accounting procedures.

·         Reviews, interprets, and advises management on accounting policies and related procedures as they affect the District.

·         Recommends plans of action and milestones to implement DCMA or DoD initiatives related to financial reform.

·         Reviews and analyzes financial information provided by the Defense Finance and Accounting Service and field activities to determine deficiencies in current accounting practices and to recommend improved accounting processes and procedures.

·         Obtains source documents for accounting transaction deficiencies and works with internal and external accounting activities to resolve systemic problems related to unmatched disbursements, negative unliquidated obligations.

·         Recommends and prepares justification for accounting adjustments for approval by higher authority.

Applicants must meet the DoD Qualification Requirements for the Accounting series (0510). 

The Staff Accountant occupation has specific educational requirements which apply to all positions.

BASIC EDUCATION REQUIREMENT for 0510 Positions within Department of Defense:

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

You may start at the GS-07 if you have the following qualifications:  1 full year of graduate level education, or possess a master's or higher degree, (e.g., LL.B., J.D., LL.M., Ph.D.) with a major field of study in Accounting or in a related field such as business administration, finance, or public administration; OR Superior Academic Achievement;  OR 1 year specialized experience equivalent to at least the GS-05.  Specialized Experience is defined as:  

    

·         Experience with accounting theory and policy as it relates to the areas of funds control, and financial inventor.·         Experience with accounting, general ledger and reporting, billings and collections, payment and recording, and management information.

 

Superior Academic Achievement is obtained through:  (1) Class standing - being in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; (2) Grade-point average - (a) having a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) having a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum;  or, (3) Election to membership in a national scholastic honor society.


Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements or to substitute education for experience. Other Requirements:

·     This is a Defense Acquisition, Logistics and Technology Workforce position.  Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.

·      You will be required to provide proof of U.S. Citizenship.

·      Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

·      One year trial/probationary period may be required.

·      Must comply with Drug Abuse Testing Program requirements (if a drug testing designated position).
