The position is located in the Bureau of Overseas Buildings Operations, Planning and Real Estate, Directorate (PRE), Office of Real Property Leasing (RPL), Major Leasing Division (ML). RPL advises the PRE Managing Director on the formulation and implementation of leasing programs and policies for the Department of State (DOS) and the United States Government (USG) facilities abroad. The incumbent serves as a Realty Specialist, negotiator and consultant, and is responsible for managing a diplomatic property portfolio involving the Department's most complex and politically sensitive property issues, personally conducting the most critical property negotiations.


  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • Frequent domestic and overseas travel may be required.
  • Relocation expenses will NOT be paid.

  • Enters into negotiations with foreign government representatives and private property owners for the leasehold of overseas real property for office buildings and ancillary facilities. 
  • Serves as a technical authority on real estate leasing matters for all U.S. Diplomatic missions. 
  • Drafts and reviews individual transaction documents, conditional lease agreements, options to lease and purchase and other documentation concerned with the leasing of property in overseas locations and reviews the transactions to ensure their conformance with U.S. and local laws and regulations.
  • Collects and analyzes market data, property details, valuations, inspections, legal opinions, construction estimates and information on the economy and local business practices for proposed property actions in his/her portfolio and prepares detailed papers for the Director.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:

***Experience in negotiating fair and equitable terms for the acquisition of real property.

***Experience in real estate acquisition and disposition principles, practices, and techniques as applied to the acquisition and disposal of real estate holdings in US and overseas locations using federal and local laws and regulations.

***Experience in determining the effects of social, legal, economics, political and financial trends on a realty market.

***Experience resolving complex real property issues in foreign countries and in the U.S. through working with teams of realty specialist.


There is no substitute of education for specialized experience for the GS-13 position.

The Overseas Building Operations (OBO) has a program that allows for Personal Service Contract (PSC) employees to be reimbursed for their health premium costs that they incur during the period of performance. The program pays up-to-5% of the employee's base salary or up-to-50% of the insurance premium cost (not to exceed 5% of the GS-15/Step 10 salary equilavent) towards either an individual policy or a family policy. To be eligible for the PSC Health Insurance Reimbursement Program, the employee must provide proof of insurance coverage and the cost of the premium for which s/he is responsible. Employees who are covered under another federal health insurance coverage are not eligible for reimbursement. Former Military Service and Federal employees Annual Leave Accrual Rates: PSC employees entering on duty with prior military service and/or federal civilian service can credit their years of service for higher annual leave accrual rates.
