The Certified Nurse Practitioner (CNP) for Compensation and Pension (C&P) is a registered nurse, a member of the Medical Service, who utilizes critical thinking in the application of advanced clinical health care knowledge and skills, in conducting comprehensive physical examinations of Veterans and separating/retiring military service members. The C&P CNP performs medical record reviews and clinical interviews, provides diagnosis/evaluation, makes medical assessments, renders medical opinion(s) as to the likelihood that presenting medical condition(s) are related to military service and acts within the guidelines and quality indicators set forth by the C&P program at the VA Northern California Health Care System (VA NCHCS) and the Office of Disability and Medical Assessment (DMA). The incumbent is recognized as a source of mid-level knowledge with strong clinical background to provide medical diagnosis and legal opinions. These consultative opinions and C&P reports are provided in writing and become part of the veteran or active services medical record furnished to Veterans Benefits Administration (VBA) or the Department of Defense (DoD) to help with settling claims for service connected benefits or fit for duty determination. The CNP will initiate and/or recommend laboratory tests, diagnostic studies and/or specialty referrals in the context of the C&P evaluation based on current VA medical center and C&P Service policies. The C&P CNP is responsible for generating C&P exam reports utilizing the Compensation and Pension Record Interchange (CAPRI) legacy templates or Disability Benefit Questionnaires (DBQs) for the official documentation of the veterans or active members C&P examination. The incumbent may engage in internal review procedures and other administrative duties as outlined by the C&P Clinical Administrator/ Director. The C&P Clinical Administrator/ Director is responsible for the supervision and evaluation of the C&P Certified Nurse Practitioner, covering both clinical and administrative aspects of the work, with the concurrence of the VA Northern California Health Care System Associate Chief Nurse. Additionally, the C&P CNP attends all mandated annual review programs and takes responsibility for attending in-service and continuing education activities.
The CNP is a graduate of a NLN accredited School of Nursing prepared at the Masters Degree level in nursing with practitioner certificate, and maintains full and current Specialty certification as a Nurse Practitioner from the American Nurses Association or another nationally recognized certifying body. The CNP will have a current, full, active and unrestricted license as a graduate professional nurse in a State, Territory, or Commonwealth (i.e. Puerto Rico) of the U.S. or in the District of Columbia. The CNP must maintain a current, full, active and unrestricted registration to continue employment with VA. A minimum of two (2) years of recent clinical nursing is required. Due to the nature of this position, demonstrated skills as an independent practitioner in adult physical examinations are preferred. Experience in performing disability / fit for duty / workers compensation exams is strongly desired. BLS required.
