Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Indefinite, dual-status position which requires Georgia Army National Guard Membership. This position may be converted to a permanent position without further competition.

Job Summary:  This position is located in the DCSLOG/G4, Distribution Management Division, Sustainment Automation Support Management Office (SASMO).  The primary purpose of this position is to provide automated logistics Standard Army Management Information System (STAMIS) support to all state/territory activities and organizations and provide technical/functional support and oversight regarding the implementation of STAMIS systems, Automated Logistical Programs and other Combat Service Support (CSS) systems within the state

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Warrant Officer/Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Logistics Management Specialist functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Serves as a Systems Administrator for all CSS STAMIS systems and automated logistical programs and as a technical expert within the state/territory is responsible for providing technical and functional guidance for specified STAMIS and Automated Logistical Programs to operators and supervisors. 
  • Troubleshoots, diagnoses, and resolves technical problems identified in trouble tickets and performs initial setup of specified STAMIS computers to include loading software, configuring modem and network card(s), assigning Internet Protocol (IP) addresses with correct subnet, connectivity to the network, and completing technical inspections.  
  • Evaluates, determines, and initiates corrective action to recover or restore data and return the database(s) to operational status.
  • Receives, reviews, consolidates, and accounts for system problem reports and engineer change proposals (ECPs) submitted from supported units/activities to ensure subsequent distribution to National Guard Bureau (NGB). 
  • Manages the receipt, review, validation, distribution, and implementation of all CSS software received in the State, ensuring proper installation, testing and evaluation. 
  • Oversees the CSS resource library and the retrieval and disposal of CSS software. Analyze requirements, manages and coordinates STAMIS automation hardware systems and peripherals pertaining to the receipt, distribution, installation and replacement of systems. 
  • Manages the state/territory CSS automation hardware stock controlled exchange (SCX) (aka equipment float) program and ensures accountability of exchanges.  
  • Monitors the state automated CSS system network, determining fault isolation, problem resolution, and performance reporting or coordinates with appropriate office and/or official for resolution. 
  • Coordinates with Deputy Chief of Staff Information Management (DCSIM) on identifying, developing, establishing and maintaining CSS systems interfaces with and/or CSS utilization of the Reserve Component Automation System (RCAS) as appropriate.
  • Performs other duties as assigned.

General Experience:   Applicant must have experience, education or training involving judgment and/or analytical ability in the logistics field.  Experience using computer and automation systems.
Specialized Experience:  Applicant must have 24 months specialized experience involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities).  Experience integrating actions of a variety of specialized support activities in order to meet program goals.  Experience interpreting and applying regulations, laws or practices.  Experience planning and organizing work assignments.

Knowledge, Skills and Abilities (KSAs):  Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.  

  • Knowledge of logistics systems, principles, concepts and methodologies of program management with the ability to perform analytical assignments involving issues with program management and automated systems support.
  • Knowledge of the design of STAMIS systems and their use/relationship to operations and management of logistics programs within the supported units/activities including knowledge of the characteristics of networks and how they interact with serviced STAMIS systems and Automated Logistical Programs.
  • Knowledge of various operating systems, software applications, and database query systems used throughout the serviced applications to be able to install, configure, and troubleshoot software loads and to troubleshoot and identify the cause of reported problems.
  • Knowledge of applicable information assurance regulations, policies, and procedures to ensure the security of both the system and the data maintained on those systems.  Information Assurance Security Officer, Information Assurance Manager, and Level I, II, III System Administrator operations is principal in maintaining operational capabilities of specified STAMIS systems and Automated Logistical Programs.
  • Knowledge of Army National Guard (ARNG) CSS related missions, objectives, terminology and management practices sufficient to recognize probable areas of interaction and overlap between proposed applications and existing systems.
  • Knowledge of state/territory ARNG CSS organizational structure and mission requirements in order to establish appropriate support programs and support efforts to minimize operational disruptions to automated logistics systems and to ensure effective fielding of new hardware and/or software systems.
  • Knowledge of and skill in monitoring various automated logistics systems to determine their efficiency in meeting established information requirements, recommend changes and/or assist units/activities in recommending changes.
  • Knowledge of and skill in implementing automated systems changes effectively ensuring software/interim change packages (SCP/ICPs) are applied in proper order.
  • Knowledge of and skill in evaluating problems with new and modified systems, including  logical flow, input errors, interconnections among data fields and program elements within a flow of related programs and resolve or recommend resolution to both logistics and other computer specialists.
  • Knowledge of a wide range of well-established and commonly applied logistical principles, concepts, and methodologies.
  • Knowledge to analyze information; trace sequences of transactions to resolve questions provide information and provide reports.
  • Knowledge to perform analytical assignments or to study and recommend solutions for a specific concern involving several different issues or problems. 


Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Logistics Management Specialist position, the selectee must be assigned to a compatible unit in the Georgia Army National Guard as an Warrant Officer/Enlisted member in
