This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. At the target grade level the major duties are:
• Directs the duties of the department and provides administrative and technical supervision to department employees.
• Directs duties associated with the proper merchandising of all fruits and vegetable products.
• Designs and rotates seasonal and promotional areas within the department.
• Coordinates price adjustments with the commissary officer to ensure operation with narrow percentage tolerances. 
• Uses automated tools to produce price changes, prepare price lists, and prepare for inventories.

In accordance with the Group Coverage Qualifications Standards for the Administrative and Management Positions, http://www.opm.gov/qualifications/Standards/IORs/gs1100/1144.htm and http://www.opm.gov/qualifications/Standards/group-stds/gs-admin.asp, applicants applying at the GS-07 grade level must possess one year of specialized experience equivalent to the GS-05 grade level OR one year of graduate level education or the qualifications for superior academic achievement OR a combination of education and experience by the closing date of this announcement.

Applicants applying at the GS-09 grade level must possess one year of specialized experience equivalent to the GS-07 grade level OR a master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR a combination of education and experience by the closing date of this announcement.

In order for Wage System experience to be creditable, the experience must include at least 12 months as a Wage Leader (WL) or Wage Supervisor (WS).  Holding a WL position for at least 12 months in a related occupation may qualify a candidate for grade levels up to the GS-7 grade level.  Holding a WS position for 12 months in a 6914 or 7407 occupation may qualify a candidate for grade levels up to the GS-11 grade level.

Specialized experience includes: Managing a commissary store, supermarket, or similar type of commercial retail food store. Managing a department in a retail food store. Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store. Planning, standardizing, or controlling operations in an assigned group of commercial retail food stores. Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce, as well as front end operations. Ability to communicate both orally and in writing.

To be creditable, education must be in a major field such as business administration, public administration, agricultural economics (food industry management), or other fields related to the position. The education must have equipped the applicant with the knowledge and ability to perform the work of the position. This would be evidenced by on-the-job training in food retail management or an internship or practicum in food retail management.

In addition to meeting the qualification outlined above, you must also meet the following requirements:

• Time-In-Grade Requirement: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks. To qualify for the GS-07 position, applicants must possess a minimum of 52 weeks at the GS-05 grade level (or equivalent) by the closing date of this announcement. To qualify for the GS-09 position, applicants must possess a minimum of 52 weeks at the GS-07 grade level (or equivalent) by the closing date of this announcement.

• Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement in order to be considered.  (Regulation 5 CFR 330.501)
